Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with PerkinElmer U.S. LLC, using the procedures in FAR Part 13, to provide Annual Service and Preventative Maintenance on Perkin Elmer NexION 300D ICP/MS (serial number 81DN3041702), SYS-ESI Fast Autosampler (serial number 150821), Chiller (serial number 6160T21E4Q1N) and pump assembly (serial number 198770). Supporting rationale. Perkin Elmer is the sole source for the proprietary rights to components within the NexION 300D LCMS and associated instrument software. Allowing any other technical engineer to service or perform maintenance on these instruments will void any warranty and greatly increase the risk of instrument damage and loss of productivity. Market research indicates that PerkinElmer is the only current vendor able to meet the agency�s needs for this requirement. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 811210, Electronic and Precision Equipment Repair and Maintenance, with a business size standard of $34 Million. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, all responsible sources may submit a Capability Statement in accordance with this notice, which may be considered by the agency if received on or before 11:00 AM EST on March 19, 2025. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
