Description
CALCASIEU RIVER SALTWATER BARRIER SECTOR GATE REPLACEMENT SOURCES SOUGHT NOTICE/MARKET RESEARCH. THIS IS NOT A PRESOLICITATION OR SOLICITATION ANNOUNCEMENT. After review of the responses to this notice, and if the Government intends to proceed with the acquisition, a separate announcement will be published on the System for Acquisition Management (SAM) website (SAM.gov). Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH are not an adequate response to any future solicitation announcements. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals/quotes and is not to be construed as a commitment by the U.S. Army Corps of Engineers. However, all interested parties who believe they can meet the requirements are invited to respond, in writing, to this Sources Sought Notice. ANTICIPATED CONTRACT INFORMATION/DESCRIPTION: The New Orleans District expects to issue a Request for Proposal in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiations for a contract for CALCASIEU RIVER SALTWATER BARRIER SECTOR GATE REPLACEMENT with the following SCOPE OF WORK: �The work consists of fabricating one new sector gate (two leaves) and delivering the sector gate to the Calcasieu River Saltwater Barrier in Westlake, LA. Sector gate assembly includes steel plates and structural shapes, fender rack assembly, gear rack, walkway, hinge and pintle castings, and machined components (bushings, pins, etc.) for hinge and pintle. Fabrication will be in accordance with AWS D1.5 and additional USACE fabrication requirements outlined in UFGS 05 59 20. Gate will be coated with USACE Paint System No. 6-A-Z (zinc rich primer and coal tar epoxy). Each sector gate leaf has a radius of 34�-8� and a height of 28�-0�. Each leaf weighs approximately 100 kips.� SUBMISSION REQUIREMENTS FOR THIS SOURCES SOUGHT NOTICE: Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY shall address at a minimum the following items: Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 11:00 am, CST, 13 March 2025. All responses under this Sources Sought Notice must be e-mailed to Anedra.A.Baldwin@usace.army.mil. 1) Where is the facility you intend to do the work located? 2) Is the facility indoors or outdoors? 3) Do you have water access? 4) Can the facility accommodate fabricating a sector gate leaf that has a radius of 34�-8� and a height of 28�-0�, with each leaf weighing approximately 100 kips gate? 5) If you were awarded this contract in Q4 FY25, and notified of USACE�s DPAS DO Rating, when would work commence? 6) Please provide your certifications that make you qualified and capable of providing this work. 7) What percentage of this work do you anticipate subcontracting out? Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company�s ability to perform at least 50% of the tasking described in the Requirement Description. 8) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, UEI number, etc. 9) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 10) What type of work has your company performed in the past in support of the same or similar requirement? 11) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. 12) Please provide your bonding capabilities. Submission of your interest is not a prerequisite to any potential future posting, but participation will assist in identifying sources with required capabilities. Interested offerors must be registered in the System for Award Management (SAM) database (sam.gov) to be eligible for award of a Government contract.
