- This is a SOURCES SOUGHT NOTICE to identify firms capable of performing MAINTENANCE DREDGING AT THE U.S. COAST GUARD (USCG) SECTOR COLUMBIA RIVER [FORMERLY MARINE SECURITY UNIT (MSU)] PORTLAND, OR Major work items include: Contractor shall provide all necessary labor, materials, equipment, power, and personnel to dredge and dispose of sediment from the the berthing and approach areas to the east of the pier at U.S. Coast Guard (USCG) Sector Columbia River (formerly MSU Portland), located in Portland, Oregon. Dredge up to 600 cubic yards (cy) of sediment by mechanical or hydraulic means to the indicated design depth of -10.0 feet Mean Lower Low Water (MLLW) CRD plus 2 feet over depth allowance. Only the eastern side of the permitted �2024 dredge area� shall be dredged (see Spec section 35 20 23 and IFB to be attached documents for more information). The dredge prism will need to be adjusted to ensure that riprap is not affected by dredging and that dredging can accomplish a -12 foot depth to reduce environmental compliance issues regarding unconfined aquatic exposure of unsuitable sediment (from mudline to -12 ft CRD). Dredged material shall be disposed of at Hillsboro Landfill located in Hillsboro, Oregon. Dredging and disposal must be conducted between July 1, 2025, and October 31, 2025. Barge operations must minimize impacts to local fishing vessels during transit from the dredge site to the disposal site. The Contractor is responsible for complying with all permit conditions from the Army Corps of Engineers, U. S. Environmental Protection Agency (EPA) Conditions for use of disposal sites, the National Marine Fisheries Service (NMFS) consultation requirements, and conditions required by the State of Oregon Water Quality Control Board and Oregon Coastal Commission. The contractor is expected to mobilize for hydrographic Surveys as soon as possible and to produce a Dredge Operations Plan (DOP) of the entire dredging and dredge sediment disposal operation including a list of equipment, environmental controls, means of transport, and means and locations of intermediate storage or handling of dredge sediment. The DOP is required at least 40 days prior to the start of work and must be approved by the regulatory agencies prior to the start of dredging activities. All work will be performed in accordance with attached Specifications/Attachments/Drawings. The procurement estimate is between $500,000 and $1,000,000. The NAICS for this project is 237990. A Solicitation is estimated to be issued around the week of March 17, 2025 Vendors interested in performing this requirement are invited to provide the following information to USCG CEU Oakland no later than 18:00 PM (06:00 PM) Pacific Time on Tuesday, March 11, 2025.
