- Will the GOV be providing the (3) attachments referenced on PG 46 of 90 in the RFQ as these are not notated/displayed anywhere in the RFQ? Yes, we will post the attachment. Please confirm that QTY & Unit of Issue the Lump-Sum CLINs should be (12) MONTHs. The CLINS should be 12 months. Will the GOV allow offerors to price Pickups/Rentals as broken-out Sub-CLINs based on the QTYs in the SOW? By structuring it with the actual services broken out into Sub-CLINs with QTYs, it is much easier to modify any services over the life of the contract (e.g., additional pickups or adding a new container to site for service) as opposed to modifying a Lump-sum award with no internal pricing outlined. The RFQ notates additional pickups, but how are these to be accounted for financially if the CLIN structure is a Lump-sum? Additionally, with a Lump-sum structure, the GOV ends up paying the highest rate at the maximum pickup frequencies as opposed to what is actually serviced (e.g., if GOV estimates 10 pickups per month, they will be charged for all 10 pickups regardless of if they have fewer that particular month). I am ok with breaking it out by line item per pick up as long as we cover our estimated pickups. How does the GOV intend to address/price additional pickups or is the offeror is required to provide a flat monthly rate to account for all potential extra pickups? Recommend that the GOV break out pricing for each container with a flat haul rate. Additionally, if the GOV ever decides to add or remove a container or adjust a frequency, it will be much easier to modify a haul/pickup QTY rather than a lump sum CLIN. This sounds ok to me as long as we don t underestimate Hauls.
