- VA has determined it best interest to accept the following questions submitted after the intended period for submission of questions. Since SF330 responses remain due on 4 March 2025 at 1200 Pacific, no further questions are anticipated to be accepted unless critical. Questions have been edited to remove any specific to the submitter information. Question: Does the SDVOSB itself need to be a Licensed Surveyor or can the surveying be subcontracted out so long as the SDVOSB amount is 50% or greater? Answer: The requirement is that all work is completed within the limitations on subcontracting. The VA is not specifying a specific portion of the work must be completed by the prime contractor. Question: For the private utility locate portion of the scope of work (section 3.1) these are typically performed by Subsurface Utility Engineering (SUE) companies and signed and sealed by registered Professional Engineers for a certain quality level (A-D). Is this the expectation of the VA? Answer: VA assumes that this question is based on Oregon Department of Transportation (ODOT) SUE quality levels. VA is not requiring compliance with ODOT SUE quality levels for this project and all VA requirements are set forward in this Contract Opportunities posting, to include our SOW. Question: Can the VA clarify to what quality level is intended for the private utility locate portion of this contract D,C, B or A? Please find a link to the ODOT website where the SUE quality levels are explained. In reading the pre-solicitation notice it reads that Geophysical services are expected however they are required for SUE quality levels A & B. Answer: VA is not requiring compliance with ODOT SUE requirements. The end requirement of this project is that a topo be provided, and that topo show the locations of underground utilities. Storm and sewer structures shall show horizontal locations and the IEs of the incoming/outgoing pipes, in addition to rim elevations. Other utilities need only show their horizontal location. Question: Does the scope of work need to be conducted before or after building demolition? Answer: Any reference to demolition in the SOW is for context on why VA needs the topographic map and utility locate. The scope of work needs to be conducted within sixty (60) days of the Notice to Proceed which shall be effective within ninety (90) days of award as the only timing requirements currently required.
