- This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Research Laboratory (NRL) intends to issue a Sole Source Firm Fixed Price, Purchase Order to Hiden Analytical Inc., Peterborough, NH, to provide a commercially available Secondary Ion Mass Spectrometer (SIMS) and Secondary Neutrals Mass Spectrometer (SNMS) system for analysis of atomic composition of semiconductor materials such as silicon, silicon carbide, gallium nitride, aluminum nitride, gallium oxide, diamond, and other materials. This equipment allows for high precision measurements in SIMS mode while also allowing for analysis via SNMS for measurements from alloy compositions with large fractions to parts per billion (ppb) concentrations depending on measurement mode. This will allow for development and refinement of semiconductor growth and processing techniques in new materials systems. Only the supply offered by Hiden Analytical Inc. is able to provide SIMS and SNMS capability within a single platform enabling precise calibration and overlap in detection range with other techniques enabling continuous measurement from alloy concentrations to parts-per-billion concentrations. The proposed Purchase Order is for supplies for which the Government intends to solicit and negotiate with only one source under authority of 41 U.S.C.1901 or the authority of 41 U.S.C. 1903. All responsible sources may submit a capability statement, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed Purchase Order, based upon response to this notice, is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. Please reference this Notice of Intent number on your correspondence and in the subject line of your e-mail. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make any award or awards, or to be responsible for any monies expended by any interested parties before award of a contract modification for the efforts mentioned above.
