Item # RFI's AE Response 1 Please confirm that no new fire protection piping, sprinklers, or alarms are to be installed as part of this project. FA: No new Fire Alarm devices are included in the scope of work. FP: No new fire protection piping or sprinklers. Protect existing heads in place while ceiling is removed/replaced and painting is performed. Refer to General Note 26 on G-001. 2 Please confirm that no new mechanical equipment and/or ducts, diffusers, grilles, etc. are to be installed as part of this contract. Per Detail 2/M-001 Note 4, Flexible Duct at the diffuser is to be replaced. 3 Please confirm that no new electrical or low voltage devices and/or fixtures are to be installed as part of this contract. No new electrical or low voltage devices are included in the scope of work. Existing devices shall be protected in place, or removed and reinstalled, as indicated in the contract drawings. 4 During the site visit, it was observed that there were areas with split plastic walls that would present difficulties for maintain negative air. Can the VA please provide a solution for these areas? Contractor shall include building the appropriate walls per drawing, specification, and infection control to meet the negative air requirement. 5 Please confirm that since no new systems are being added, that systems testing is required. Reference Spec Section 01 00 00 - 24 para 1.21 No new low voltage systems included in the scope of work. System testing is not required. 6 Will the VA Permit the use of Procore for Construction & Document Management Software? Yes, procore or submittal exchange shall be used. VA can work with either one of these softwares. 7 Per Spec Section 01 35 26 - 10 para 1.7 A ""The SSHO can not share responsibilities with the Superintendent"". Please confirm that it is acceptable for the Superintendent to fulfill the responsibilities of the QCM and thus being a ""Dual Hat"" project. Yes, the Superintendent may fulfill the role of the QCM. 8 Has a hazardous material survey been conducted? If so, can the hazmat survey report be provided? A survey detailing pictures, locations, and levels of ACM and LBP will be required in order to provide an accurate estimate on abatement. ACM report was provided in the Bid Documents. Contractor is responsible for their own takeoffs as indicated on the plans 9 The amendments state that bidders must sign and return a copy of all amendments with bid submissions. Amendment 0003 does not currently have an SF30 for signature. It also appears Amendment 0001 is missing from the solicitation attachments. Will the Acknowledgement of Amendments on the SF1442 suffice for this requirement or will each bidder have to include the signed SF30 of all 13 amendments? Amendments 0001-0004 apply to the pre-solicitation. Sign and return Amendments 0005-0014. 10 Please confirm that there is no LBP intended to be abated but that the work with regards to LBP is limited to cleaning with a COTS (common off the shelf) cleaning solution. As per abatement report provided 11 Please confirm if monthly inspections will be required per Spec Section 01 35 26-12 para 1.9.B? Yes. 12 Will the hours remain the same for phase in solicitation or will there be any adjustments? Question is unclear. Need more clarification. 13 In specs call for QC manager/Superintendent, this only requirement one person from GC on site? No SHHO required? This is the same question on item 7 above. Superintendent may fulfill the role of the QCM. SSHO shall be provided as separate person. Superintendent will not fulfill the role of SSHO. 14 Who will disable the fire alarm disconnect and reconnect fire alarm devices? There is no electrical spec or cost associated with this. Refer to the Low Voltage Scope of Work narrative on sheet LV001. 15 Will a storage location be available for this project? No, contractor shall bring materials onsite as needed for the work. 16 Reference M-001 please provide a plumbing riser diagram/information to indicate the path of the pipes from the unit to the main or confirm that the water main is directly above the unit (in the corridor). Pipes route to the crawlspace and account for 25' to get to the main for supply and return piping. 17 Please confirm that the existing lights are independently supported (a code requirement) and not just nested in the existing ceiling grid. The contractor is responsible for temporarily supporting the existing luminaires from structural supports while the ceiling grid system is removed & replaced. Once the new grid is in place, the existing luminaires shall be reinstalled and supported independant of the grid system. 18 Reference Solicitation page 6 of 63 Site Requirements state that contractor and all subcontractors are required to have proof of OHSA 10 training. Does this mean that every construction worker on site has to have an OSHA 10 card? Yes, OSHA 30-hour for all trade CPs withing the past 5 years and OSHA 10-hour withing the past 5 years for all other construction workers. 19 Please confirm that the phases will only be executed in numerical order Phase 1, then Phase 2, 3, etc. or can the contractor re-organize the phases? Yes, the phases will only be executed in numerical order unless otherwise noted by the VA COR. 20 During the site visit there was discussion about the work being executed during normal business hours, however working hours on Drawing A-001 state that work is only to be done at nights and on weekends. Please clarify the working hours for this contract. Per Sheet Note F on Sheet A-001, no construction work is allowed during facility operation hours on the ground floor. Refer to Phasing, ICRA Plans and Sheet Note A for specific hours of operation. 21 There is no on-site storage guaranteed. Will a location be made available for demolition, abatement and construction debris dumpsters? Location for dumpster can be made available for the contractor on the cumpus with duration based on a reasonable demolition time. 22 Who is responsible for removing, packaging and storing VA artwork on walls that is to remain? Approximately how many wall hangings will be kept and stored? Refer to General Notes 15 and 16 on Drawing Sheet G-001. 23 The scope of work related to the expansion joints is not clear. In some cases, there are note stateing to replace the cover, other locations state to replace steel protection at both sides of the expansion joint. If the scope is to remove and replace the entire expansion joint, please provide a building standard or basis of design. Refer to Specification 07 95 13 Expansion Joint Cover Assemblies and Details 11, 12, 13 of Drawing Sheet A-501. See floor plans for locations and notes. Hallway Elevations 3 and 4 on Drawing Sheet A-201 indicate there are existing steel protection to be replaced on both sides of the new wall and floor EJ cover plate, must fit between steel protection. 24 If we close ½ of a hallway construction, how will the occupants of those spaces access those rooms? All construction work shall follow phasing schedule on Sheet A-001 Sheet Note ""A"" per General Note 11 on Sheet G-001. The schedule and hours listed on A-001 Sheet Note ""A"" are outside of the facility noraml operation hours. The VA COR shall coordinate with the contractor in advance if any specific rooms required access by the occupants during construction. Also refer to Item 20 above. 25 Are details available on the GFCI artwork to understand backing/bracing and installation requirements. According to Keynote 2 on Sheet A-102, the digital image on full height Inpro wall protection will be furnished by the VA installed by contractor. Please coordinate with the VA Interior Designer. 26 Will you be updating the� Wage Determination?� It is currently 13 months old. Wage determination (attached) is updated. 27 The RFP indicates 3 separate hats (Super., QCM.,� and SSHO) are required.� This seems excessive for a finishes upgrade and will significantly increase costs.� In some phases, there will be more supervisors than workers in addition to the very cramped space to work in.� � Will the Government consider reducing this requirement to a single Triple Hat if the personnel meets all QC and Safety requirements? See answer 7 and 13 above. 28 Schedule: The RFP allows the use of a consultant or to be performed in-house.� The specs call for the consultant to submit qualifications, representative projects, etc., but the qualifications requirement does not appear to be a requirement for an in-house schedule.� � What are the scheduler qualifications whether it is to be performed in-house� or by a sub-consultant? Per specs. 29 Does the monthly project schedule have to be cost loaded? The original schedule shall be cost loaded but the monthly does not have to be unless the schedule line items change from the original cost loaded schedule. Any mod introducing additional line item will also require cost loaded schedule update in the associated monthly schedule. 30 Can all Asbestos abatement be done at once or does it have to be done in a specific phase? It shall be based on the phase of the work. 31 What is the expectation for asbestos abatement duration? Must the halls be back to operational state the next day or can that portion be secured until all abatement is complete? Halls must be back in operational state the next day. 32 Considering phasing, has the length of time for each phase been pre determined or is it up to the contractor and hospital staff to determine? Phase duration to be determined by the COR and the contractor but the entire duration of all phases together shall be withing the project duration specified in the contract. 33 Will the hallway be required to be opened up prior to each morning for normal traffic or will a portion of the hall be closed for traffic for each phase? (Trying to consider the number of mobilizations for each phase. Hallway will be required to be opened up prior to each morning for normal traffic. Union Rate Identifiers A four-letter identifier beginning with characters other than """"SU"""", """"UAVG"""", ?SA?, or ?SC? denotes that a union rate was prevailing for that classification in the survey. Example: PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate. Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification. Union Average Rate Identifiers The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE: UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio. The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate. A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based. Survey Rate Identifiers The """"SU"""" identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007 6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier. ?SU? wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1). State Adopted Rate Identifiers The """"SA"""" identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted. ----------------------------------------------------------- WAGE DETERMINATION APPEALS PROCESS 1) Has there been an initial decision in the matter? This can be: a) a survey underlying a wage determination b) an existing published wage determination c) an initial WHD letter setting forth a position on a wage determination matter d) an initial conformance (additional classification and rate) determination On survey related matters, initial contact, including requests for summaries of surveys, should be directed to the WHD Branch of Wage Surveys.
