- SOLICITATION NO.36C26025R0041 CONSTRUCTION PROJECT 663-CSI-021 RENOVATE BUILDING 100, 2ND FLOOR IR LAB REPLACEMENT, VA PUGET SOUND HEALTH CARE SYSTEM, SEATTLE, WA AMENDMENT 0004 VA RESPONSES TO REQUESTS FOR INFORMATION 008 THRU 054 Page 2 of 2 8. SOW #4 Specific Tasks states, some activities shall only be performed outside of normal business hours; some activities may be curtailed if they interfere with normal activities, and may be delayed for other times or conditions. Question: What specific activities shall only be performed outside of normal business hours? What is considered outside of normal business hours , evening work, weekend work, or something else? VA RESPONSE: Currently, no work has been specifically slated to occur outside of normal business hours, however, coordination will be occurring with the ward during the execution of the project. Some work may be shifted if it proves disruptive to ward operations, in this case likely being shifted to evening work. Such changes will be evaluated for cost and impact if and when they may arise. 9. SOW Item #4 Specific Tasks states Contractor on-site office or on-site storage / office container shall not be allowed. and Contractor storage area will be limited to their construction site. It then follows with In Seattle, office space will be provided as available in the triple wide trailer at the northeast corner of campus. Questions: Will sufficient office space for 3 fulltime onsite personnel (4 if PM must be stationed at VA Seattle) be available at the triple wide trailer at the northeast corner of campus, yes or no? What should the contractor assume for bidding purposes? VA RESPONSE: VA Seattle will make every effort to make office space available to the contractor. As office space and needs fluctuate with project completion statuses, commitments regarding the trailer can only be made closer to award. In the worst-case scenario, staging space and a desk may be made available within Mechanical Room 12 for use by the contractor. 10. SOW Item #4 Specific Tasks states Contractor on-site office or on-site storage / office container shall not be allowed. and Contractor storage area will be limited to their construction site. It then follows with In Seattle, office space will be provided as available in the triple wide trailer at the northeast corner of campus. As can often be the case and then assuming the VA cannot provide office space for 3 or 4 required onsite personnel, and with an extremely small construction site, where are these 3 or 4 individuals supposed to have their desks to sit and write reports, RFIs, hold meetings, update schedules and as-built drawings, schedule subcontractors and deliveries and perform the general execution of the project? VA RESPONSE: See above RFI Response 9. 11. Would the government please provide all the PPIs and responses from the 1st time this project was solicited as long as the answers are still valid? VA RESPONSE: Each solicitation is a separate acquisition with responses applicable to each. 12. The Specifications contain Section 28 13 00 Physical Access Control System but with a review of the drawings we cannot locate any access control work. Where is the access control work relevant to 23 13 00 or why is this specification section included in the bid documents? VA RESPONSE: The specification section was included in the bid documents due to the work to be completed on the lead lined doors to the hallway, however, to the best of our review it seems no access control work is requested on this specific project. 13. RFP Page 69 of 80, Factor 2, Bullet 4 says to provide the Percentage of time dedicated to the project. Questions: 1) What, if any, are the minimum percentage of time dedicated to the project requirements for the Project Manager, Superintendent, QC Manager, and SSHO? 2) What is the definition of dedicated to the project? Does this mean mandatory onsite only or does off-site main office work count too? Please clarify. VA RESPONSE: Percentage of time for each, no minimum was requested. Dedicated time is for all work associated to a project. RFP Page 69 of 80, Factor 2, Bullet 4 says to provide the Percentage of time dedicated to the project. Questions: 1) How are these percentages of time being evaluated to determine proposal acceptance? and 2) Should there a staffing requirement and we just stick to the contact requirements on staffing? Why are we providing this? VA RESPONSE: Percentage of time for each, no minimum was requested. Dedicated time is for all work associated to a project. 14. Amendment 2, RFI-006 Response directs us to Refer to the scope of work for clarification on this matter: The Contractor shall be responsible for all testing and inspection services VA RESPONSE: The Statement of Work, Section 4, Testing says The Contractor shall be responsible for all testing and inspection services as stated in the Specifications. [underline added] So we re to adhere to the specifications per the response, but the specifications are still in conflict between differing specification sections as stated in the original RFI-006 question. Can the government give clear direction on what we re to do about the conflicting testing responsibilities within the specifications? In light of the scope of work: any time the bidder feels there is a conflict in testing responsibilities, assume that it will be the bidder responsible for these costs and plan accordingly. 15. SOW Section 10, 5. Says Provide uniform heat detection in the area of work, connected to the existing supervised building master fire alarm system, for the duration of the work whenever the: Ceiling tiles are removed, or sprinkler system is disabled. VA RESPONSE: The ceiling tiles will be removed, and the sprinklers will be shut down as part of this project. How and where will any temporary, uniform heat detection be connected to the existing supervised master fire alarm system? What are the uniform heat detection requirements? Refer to 01 35 26, Section 1.17 Fire Safety for further details. Coordination with site safety personnel will occur as part of any pre-construction process and tie-in monitoring may be arranged, however, assume manual fire observation and control standards to occur as expected by OSHA standards. 16. What contamination and hazardous materials are present within the existing medical equipment that is scheduled for removal and disposal by the contractor? May the existing medical equipment simply be taken to a general landfill? VA RESPONSE: To the best of our knowledge, no hazardous materials are present in the existing medical equipment slated for removal and disposal. We are partnered alongside Siemens Healthcare for the purchase of new equipment; it may be possible to coordinate disposal of the old hardware with them as well. 17. Understanding Bldg. 100 was built some time ago; will the VA provide a hazardous materials survey pre-bid or post-award for this project or is it the responsibility of the contractor to perform the pre-demolition hazmat survey and subsequent reports for worker safety? VA RESPONSE: Hazardous material survey was provided on 1/29/2025. 18. Does the existing floor meet the levelness requirements for the new medical equipment and if not, how far is it out of compliance? How much will the existing floor need to be re-leveled? Or does the new equipment have self-leveling capabilities and we don t need to re-level the floor? VA RESPONSE: The equipment requirements sheet was uploaded 1/29/2025 as part of the resource packet; the floor levelness must not exceed 5/16 over the run of the equipment table. Unfortunately, patient procedures occurring within the room prevented a measurement from being taken. 19. AD102, Keynote 4, states to reinstall ceiling and Unistrut systems. A plan callout on Sheet AC101says to re-install the Unistrut but to install new ceiling grid and tile. Are we re-installing the ceiling system or replacing it with new? VA RESPONSE: The Unistrut system is confirmed to be re-installed. The ceiling system may be evaluated for re-cycling during the teardown process but assume it is to be replaced with new. 20. Does the VA require the entire existing ACT ceiling system be replaced wall-to-wall including the existing wall angles or just where it s necessary for structural and lighting upgrades? VA RESPONSE: Due to the work required above the existing ACT ceiling system, it is recommended that it be replaced wall-to-wall as depicted so as to avoid potential damages when conducting other work, such as adjusting fire systems or the mounting of the new imaging hardware. 21. Will the structural and other upgrades at the ceiling result in a different ceiling elevation or will we be able to keep the exact ceiling height as exists now? If different, will it be higher or lower? VA RESPONSE: Due to patient procedures ongoing in the suite, the current ceiling height could not be verified due to ongoing patient procedures. It is known that the ceiling height requirement for the new imaging hardware is 8 11 , which is believed to be the height of the current ceiling. 22. Specification Section 02 83 33.13 Lead-Based Paint/Glazed Component Removal and Disposal, §1.1, A. provides a list of buildings (1, 2, 3, 23, 51, 52, 53) noting the presence of lead. Building 100 is not listed. Please confirm this specification section does not apply to this project and if it does, explain why and where we re to apply this section. VA RESPONSE: Hazardous material survey does not indicate the presence of either asbestos or lead containing materials. This section therefore does not directly apply to this project but was included out of an abundance of caution. 23. Specification Section 02 83 33.13 Lead-Based Paint/Glazed Component Removal and Disposal, §1.1, A. provides a list of buildings (1, 2, 3, 23, 51, 52, 53) noting the presence of lead. Building 100 is not listed. Please confirm that this specification section does not apply to this project or why it does apply including the requirement for a Lead Based Paint Removal Negative Exposure Assessment Study/Development in paragraph 4. VA RESPONSE: Hazardous material survey does not indicate the presence of either asbestos or lead containing materials. This section therefore does not directly apply to this project but was included out of an abundance of caution. 24. Sheet A-501, General Note 3, states that lead is not require in the door head when it s only required in walls to a 7 height. Other than the Door and Frame, is there any other lead lining necessary by the contractor and if so, where and to what extent? VA RESPONSE: As written, there is currently no lead lining required to be installed by the contractor on this project. 25. An RFI response from the previous canceled solicitation dictated that the contractor was to review the Lead Shielding Design from Corwin. What is the Lead Shielding Design from Corwin? Does this Corwin design apply to this project? Will the VA provide it pre-bid or is it no longer relevant? VA RESPONSE: The Corwin Shielding Report was included as part of the resource documents package on 1/29/2025. 26. Detail 1, Sheet A-501 shows partition framing at the door. This detail appears to support a 3 wide door. Does it apply to the new 6 wide, double-leaf lead-lined door or is there another more appropriate detail? VA RESPONSE: No other framing detail exists. 27. During the pre-bid site visit, access was not provided into any interstitial spaces above the project s Rm. 2D-117. What are the access limitations, floor to ceiling heights, congestion challenges in the interstitial space as shown on Sheets MD101, M-102, and M-103? Can the VA provide photographs of the interstitial space? VA RESPONSE: During the tour, access to the interstitial space was provided via the electrical closet. There is also an access doorway to the interstitial space available via the stairwell this door is approximately the same, standard 4 x7 doorway located throughout the hospital. Crossbeams routinely drop overhead clearance to 5 , and ducting and piping run regularly near and underfoot. Mobility is ultimately reduced but manageable. Unfortunately, the VA cannot provide additional photographs of the space at this time as it is not well understood what would be most helpful to the bidders. 28. During the pre-bid site visit, access could not be provided to Substation B . Will the government provide photographs of the work areas in and around Substation B ? VA RESPONSE: Unfortunately, current ongoing work limits access to Substation B. While this is expected to be resolved before the anticipated construction date for this project, pictures of Substation B cannot currently be provided. 29. What are the current approved building fire suppression, fire alarm, and HVAC Digital Controls companies? VA RESPONSE: HurtVet is the current contractor for fire alarm and suppression. ATS is the current contractor for HVAC Digital Controls. 30. The Specialty Equipment Schedule on Sheet A-601 lists a Nitrogen Control Cabinet as the contactors responsibility to both provide and install. Is the contractor to actually provide and install this? We re unable to find the specifications for this control cabinet. If we re to provide and install, can the government provide the Nitrogen Control Cabinet specifications? VA RESPONSE: The nitrogen control cabinet was included as a placeholder from a technical information library. We have coordinated with the clinical team and confirmed that no such device is actually required for installation in the room. 31. If the contractor is to provide and install a Nitrogen Control Cabinet as shown in the A-601 Specialty Equipment Schedule we cannot find any construction details. Are there any wall demolition, lead lining, piping, cabling, or other design for the cabinet installation? VA RESPONSE: The nitrogen control cabinet was included as a placeholder from a technical information library. We have coordinated with the clinical team and confirmed that no such device is actually required for installation in the room. 32. A-601 Specialty Equipment Schedule has the contractor providing and installing a Nitrogen Control Cabinet. That we can tell, this cabinet is only shown in the drawings in west elevation view 4/AE421 where its location appears to be in conflict with all the imaging equipment noted in Keynote 1 on Sheets EP101, ET101, and EP401. Is the imaging equipment portable and moves about the room or stationery where a conflict would occur? VA RESPONSE: The nitrogen control cabinet will be mounted to the wall whereas the imaging equipment depicted is a mobile cart of monitors; there should be no conflict between the two. 33. RFI - My electrician is asking which distribution gear is supplied by the owner? One example would be the UPS. VA RESPONSE: The VA is unsure of the exact extent of this question; as part of the Siemens equipment package, the VA will be suppling the items in the UPS as well as the cabling listed in the table of E-503 as Siemen Supplied Cables . Additionally on E-503, the Contractor Supplied Cables represents a partial list of the gear required for the instillation of the imaging equipment specifically within the procedure room. 34. Drawings and PACS: At this time, it has been determined that there is not a need for the instillation of any physical access control system work, including either of the depicted combination card and keypad readers on the electrical sheets. As such, we do not believe any of the Physical Access Control PACs questions submitted are relevant to the specifics of this project. VA RESPONSE: Spec Section 28 13 00 Physical Access Control PACs 35. Is this project an extension of the existing VA Andover FIPS201 Continuum PACS system? VA RESPONSE: Any PACS work would be a continuation of the existing PACS system within the hospital. However, there is no planned PACs work. 36. Will new Security panel communicate to the existing VA Continuum server via a VA provided network connection? VA RESPONSE: Not relevant to project. 37. Will the project require any SMS Continuum security software Licenses? If yes how many. VA RESPONSE: No. 38. Will this project require a new PACs server? If yes, please clarify. VA RESPONSE: No. 39. Will the project require a new Continuum security workstation? No. VA RESPONSE: If yes how many. N/A. 40. Door hardware group specification 08 71 00; will electrified door hardware and required power supplies be provided and installed by Division 8 for all card reader doors? VA RESPONSE: No electrified hardware expected at this time. 41. Does the PACS system need to interface with the fire alarm system? VA RESPONSE: Not relevant. 42. Will a dedicated 120-volt power circuit be provided at any new security panel? VA RESPONSE: Not relevant. 43. IDS system interface, does the SMS need to interface with the IDS system? If yes, please provide the make and model of the system at each location. VA RESPONSE: Unknown acronyms. Likely not relevant due to lack of PACS work 44. Security Access Detection interface, does the SMS need to interface with the SAD system? If yes, please provide the make and model of the system at each location. VA RESPONSE: No. 45. EPPS interface, does the SMS need to interface with the EPPS system? If yes, please provide the make and model of the system at each location. VA RESPONSE: No. 46. Visitor management system does the SMS need to interface with a VMS system. If yes, please provide the make and model of the system at each location. VA RESPONSE: No. 47. Time and attendance system does the SMS need to interface with a TaA system? If yes, please provide the make and model of the system at each location. VA RESPONSE: No. 48. Real Time Guard Tour does the SMS need to interface with a RTGT system? If yes, please provide the make and model of the system and each location. VA RESPONSE: No. 49. Elevator interface does the SMS need to interface with an elevator or system? If yes, please provide the make and model of the system and each location. VA RESPONSE: No. 50. Is the door that has the keypad symbol going to receive a Combo Keypad/Card Reader. VA RESPONSE: At this time, no keypad/readers are expected to be installed. 51. Is the back door (in corridor 2D-160 Door S2.134) going to also get a Combo Keypad/Card Reader? Please advise. VA RESPONSE: Both doors are depicted receiving keypad/readers. However, it has been determined that neither should actually receive said readers. 52. If the back door (in corridor 2D-160 Door S2.134) gets a Combo Keypad/Card Reader will in be required to interface with the Intercommunications system that is existing to lock or unlock the door? If yes, please provide the make and model of the system at each location. VA RESPONSE: No readers to be installed. 53. Intercommunications System Interface, does the SMS need to interface with the Intercommunications System? If yes, please provide the make and model of the system at each location. VA RESPONSE: No. 54. HVAC Controls System Interface, does the SMS need to interface with the HVAC controls system? If yes, please provide the make and model of the system at each location. VA RESPONSE: No.
