- ***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: February 18, 2025 Synopsis: The Department of Veterans Affairs, Central Alabama Healthcare Systems (CAVHCS) Tuskegee intends to award a sole source procurement for the following line items. This requirement is for a one-time service to complete virtual training via Environmental & Medical Gas Services (EMGS) for Engineering Services for the Tuskegee VA Health Care System (CVAHCS), 2400 Hospital Road Tuskegee, AL 36083. LINE ITEM 0001: CONTRACTOR RESPONSIBILTY: (1) Contractor shall provide all personnel, management, materials, parts, equipment, tools, supplies, labor, and transportation require to perform the recommended repairs findings on the 2024 Annual Inspection on Medical Gas Delivery System in Bldg. 129 Tuskegee. See Annual Medical Gas Testing and PM reports for recommended repairs details. 1- Issue #25086 - Replace (1) dew point monitor. 2- Issue #25086 - Replace (2) desiccant medical air dryer(s) w/integrated controller (includes all filters needed) 3- Issue #25085 - Repair medical air high temperature alarm (not working at Master Alarm Panels) 4- Issue #25102 - Install proper label(s) on Med-Air Intake and Med-Vacuum Exhaust piping. (2) Contractor shall test all alarms, equipment, and associated equipment for normal and proper operating once work has been completed. (3) Contractor shall ensure area is clean of all debris material before departing site. LINE ITEM 0002: Shipping & Handling The Department of Veterans Affairs, Network Contracting Office 7 located in Tuscaloosa, AL intends to issue a sole source firm fixed priced contract to EMGS, a small business, located in Villa Rica, GA 30180. The contract is expected to be awarded under FAR Part 13. A Limited Sources Justification has been prepared. This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), Soliciting from a Single Source. The NAICS code utilized for this procurement is 622110 General Medical and Surgical Hospitals with a Small Business Size Standard of $47.0 Million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than February 14, 2022 at 10AM CST. Forward responses by e-mail to Contracting Officer, Terri Hudson. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for Medical Gas Delivery System Repair in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Officer, Terri Hudson by email at terri.hudson@VA.Gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
