Description
This is a Sources Sought announcement only. This notice does not constitute a solicitation or commitment by the Government. All information submitted in response to this announcement is voluntary. The Government may use the responses to this Sources Sought for information and planning purposes. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. The government intends to award Indefinite-Delivery Indefinite-Quantity (IDIQ) multiple award contracts that will provide support for a broad range of Defense Logistics Agency (DLA) O-Ring products for the Department of Defense (DoD) and any Federal Government Agency. However, the primary customer is intended to be DLA Land and Maritime. The resulting contract(s) will formally be called the O-Rings Competitive Contract (O-RCC). It is anticipated the O-RCC will have an ordering period of four (4) years, and two three-year (3) year option periods, totaling 10 potential contract years. Individual orders will be used to supply the items within scope of this contract. The objective of this contract is to move from the current environment of purchase orders for single NSNs, ordering under a multitude of contract vehicles, to multi-NSN Long-Term Contract(s) (LTCs) to single or multiple awardees. It is intended that this multiple-award supply base will provide quick-turnaround coverage for DLA�s O-ring critical items. The contracts will allow for fair and reasonable competition amongst awardees and ensure centralized post-award monitoring. The Government will reserve the right to compete the order amongst all prime contractors if it is determined to be within the best interest of the Government. Interested vendors should complete the attached market research questionnaire and return to the Buyer by the due date. A draft performance work statement is included, see attachment to this synopsis. Your comments on the draft performance work statement are welcome and should be included with your response. Search by No. CL23292595_001 CL23292595_002 CL23292595_003 NOTE: The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data. Instructions for obtaining access to the export-controlled data can be found at: https://www.dla.mil/Logistics-Operations/Enhanced-Validation/. To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. DLA will not delay award in order for an offeror or its supplier to apply for and receive approval by the DLA controlling authority to access the export-controlled data. Procurement Item Descriptions (PIDs) The Procurement Item Description (PID) is a detailed specification outlining the exact characteristics, requirements, and acceptance criteria of an item that needs to be purchased, essentially acting as a clear and concise description, often including manufacturer details, part numbers, and technical specifications.
