THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor�s submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. 1.0 Introduction: Program Manager (PM) Medium and Heavy Tactical Vehicles (MHTV) falls under Program Executive Officer Land Systems within Marine Corps Systems Command. PM MHTV is responsible for total life-cycle management of the Medium Tactical Vehicle Replacement (MTVR), Logistics Vehicle System Replacement (LVSR), and Aircraft Rescue Firefighting/ Expeditionary Firefighting and Rescue (ARFF/EFR), (P-19R). PM MHTV United States Marine Corps (USMC) is gathering / seeking information to identify interested vendors that have the technical and logistical capability to identify new sources of supply and/or design and manufacture quality supplies and test and support replacement components to mitigate obsolescence issues on PM MHTV Family of Vehicles (FoV). The MTVR is a medium lift tactical vehicle capable of transporting a payload of 7.1-ton off-road, 15-ton on-road and is based on a 3-axle six-wheel drive (6x6) chassis. The MTVR is available in six variants: cargo, extended wheelbase cargo, dump, tractor, wrecker, and Re-Supply Vehicle. Variants come both armored and unarmored. The MTVR was produced from 2000-2015 and currently has an item exit date of 2042. The LVSR is a 22.5-ton heavy lift vehicle based on a five-axle ten-wheel drive (10x10) chassis with 3 variants: cargo, tractor, and wrecker. Variants come both armored and unarmored. The LVSR was produced from 2008-2014 and has an item exit date of 2035. P-19R is an ARFF/EFR military vehicle based on a 3-axle six-wheel drive (6x6) chassis with Commercial Off the Shelf firefighting equipment. P-19R was produced from 2015-2019 and has an item exit date of 2040. The PM MHTV FoV was designed and manufactured by Oshkosh Defense, LLC. A requirement has been identified to minimize and mitigate the impacts of part obsolescence for the vehicle systems identified. The effort will consist of engineering and logistics tasks listed below. The Program Management Office is interested in awarding a contract for obsolescence issues as a mitigation strategy to sustain the PM MHTV FoV until their item exit dates. Engineering tasks: Identification of alternate sources of supply whose forecasted availability is 5 years or greater. Reverse Engineering. Development of Engineering Change Proposals for replacement items impacting form/fit/function. Development of Request for Variation for replacement items that cannot meet the legacy form/fit/function requirements. Development of Technical Data Packages (TDP). Design and manufacture of fabricated items. Update schematics. Test & evaluation of replacement components, to include modeling and simulation as required. Systems Engineering Technical Reviews (Preliminary Design Review, Critical Design Review, Physical Configuration Audit). Logistics Tasks: Update maintenance & repair manuals. Provide provisioning and cataloging data. Validation / Verification events for manual updates. 1.1 Purpose: This RFI constitutes market research in accordance with FAR Part 10 and is not an RFP. PM MHTV is issuing this RFI to determine if more than one (1) vendor has the capability to provide the support described in section 2.0. 1.2 Objective: Data submitted in response to this RFI will be used to assess the marketplace environment for businesses to provide the USMC with the support described above. 2.0 Requested Information: Respondents who are interested are requested to provide the information that identifies their capability to provide the support described below. The Government does not possess sufficient rights in technical data to provide all the technical data needed in support of this effort. PM MHTV will provide TDPs for components/systems developed after production by agencies outside of the Original Equipment Manufacturer as available, for items impacted by a Diminishing Manufacturing Sources and Materials Shortages issues. PM MHTV is seeking interested sources capable of performing the following tasks: � Provide technical capability in developing and delivering the replacement components. using technology that may be commercially available with minimal reverse engineering. � Provide technical capability in outlining the feasibility approach to developing replacement components. � Provide technical capability in Testing & Optimization of replacement component prototype. � Provide technical capability in TDPs and interfaces for replacement components. � Provide technical capability in developing and delivering sustainment documentation to include but not limited to: provisioning, installation, operation, fault diagnostics, and maintenance of the replacement components. � Provide parts lists and indentured bills of material for the MHTV FoV. � Provide technical data required to support product provisioning and cataloging requirements including data attributes identified by MHTV Program Office and the Society of Automotive Engineers Government Electronics and Information Technology Association Standard 0007. 3.0 Responses: Vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this RFI via a submission of white paper, an executive summary on 8 �� x 11� in paper, no more than six (6) pages in length, using Times New Roman 12-point font, single spaced. All responses must include the following information: (1) Name and address of applicant/company (Corporate/Principal Office) (2) Name, telephone number, fax number, and e-mail address of point of contact (3) General Service Administration contract number (if applicable) (4) CAGE Code and Data Universal Numbering System Number (5) Business Size (under NAICS 336120 Heavy Duty Truck Manufacturing or 336110 - Automobile and Light Duty Motor Vehicle Manufacturing) (6) White paper providing capabilities and relevant past performance. Please be advised that any proprietary information must be marked as such on a page-by-page and paragraph by paragraph basis. The Government will not assume the information provided by a respondent is proprietary unless it is conspicuously marked on this basis. Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary. Please do not submit proposals at this time. The Government is only seeking sources/information for market research to determine the availability of commercial capabilities in the described areas. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. It is the Contractor�s responsibility to check Beta.Sam.Gov to get additional data. 3.1 Questions: Questions or comments regarding this notice may be addressed to Hyung Lee, hyung.lee@usmc.mil, by email only. The Government intends to respond to as many questions as practicable and will respond to questions via an amendment to this RFI posted to Beta.Sam.Gov so that all interested parties will benefit from the same information.
