Description
The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Plant Protection and Quarantine (PPQ) Facility located in Edinburg, TX intends to award a sole source, five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to Better World Manufacturing, Inc. UEI: CMUXUKJDWY94 for the supply of Multi lure Traps. Reasons for Authority Cited: This requirement is applicable to FAR 13.106(b)(1), ""For purchases not exceeding the simplified acquisition threshold. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..."" Better World Manufacturing, Inc. is the only manufacturer of this trap. The Multilure trap is patented in the United States. Patent number is US 6,532,695 B1 dated March 18, 2003. The USDA-APHIS-PPQ uses a delimitation grid that relies on Multi-Lure based traps that have been proven effective at detecting male Medflies. Without this trap it would be difficult to maintain an effective survey to monitor the presence or absence of any other wild Medflies within the release area. Failure to detect additional wild flies would seriously compromise the integrity of the eradication effort and could ultimately either add to the overall cost or even prevent its successful completion. The Mediterranean Fruit Fly (Ceratitis capitata or Medfly) is considered the most important agricultural pest in the world causing widespread damage. The Medfly has spread throughout the Mediterranean region, southern Europe, the Middle East, Western Australia, South and Central America and Hawaii. It has been recorded infesting a wide range of commercial and garden fruits, nuts and vegetables, including apple, avocado, bell pepper, citrus, melon, peach, plum and tomato. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet this requirement it must furnish information about its products and services to the Contracting Officer listed on this notice by 12:00pm. EASTERN STANDARD on or before February 25, 2025, the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 326199 All Other Plastics Product Manufacturing, and the Small business size standard is 750 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
