Description
This is a SOURCES SOUGHT request for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine the interest and capability of any contractor to meet the requirements listed below. The Department of Veterans Affairs, Regional Procurement Office Central, Network Contracting Office 10 is seeking sources for Transcranial Magnetic Stimulation (TMS) device and an accompanying 110mm Double Cone Coil for the LTC Charles S. Kettles VA Medical Center located at 2215 Fuller Road, Ann Arbor, MI 48105. The Ann Arbor VA is seeking a TMS device that can be used to treat psychiatric and neurologic conditions. TMS devices provide magnetic simulation to certain areas of the body, including the brain, for therapeutic purposes. With this device we may be able to improve balance and gait in veterans with Parkinson s Disease (PD) by applying magnetic simulation to the cerebellar portion of the brain. Along with the TMS device, a coil is needed to apply the simulation to the targeted area. The 110mm double cone coil is best suited for applying the stimulus to the cerebellum. With this device we hope to decrease balance and gait problems in veterans with PD and improve their quality of life. A known TMS device meeting the requirement of the Ann Arbor VA is the Magstim Super Rapid2 Plus1 Package (100 Hz) with 110mm Double Cone Coil sold by Magstim, Inc., 1626 Terrace Drive, Roseville, MN 55113. The Magstim TMS device has biphasic pulse, rTMS (repetitive), and theta burst capabilities. The Magstim company offers a range of coils, including the double cone coil that is recommended for stimulating our target region and the option to purchase compatible sham coils to use as placebo controls in research. Additionally, Magstim devices may be used with certain EEG models to monitor brain activity. The purpose of this sources sought notice is to determine whether any other products, manufactured domestically or non-domestically, exist and which have the same characteristics and capabilities of the Magstim Super Rapid2 Plus1 TMS device. The associated North American Industry Classification System (NAICS) Code is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing, and the Business Size Standard is 1,250 Employees. Contractors that are capable of meeting this requirement are asked to provide a response via the email address listed below. Please provide at minimum the following information in your response: (1) Business Name and Address (2) Point of Contact Name, Phone Number and E-mail Address (3) SAM Unique Entity ID (UEI) (4) Type of Small Business (if applicable): Service-Disabled Veteran Owned, Veteran Owned Small Business, 8a, HUBZone, Woman-Owned, etc. (5) Source of supply if you are not the manufacturer (6) Detailed product information/brochures/technical specification/capabilities (7) Country of Origin Additional information: All contractors must be registered with the System for Award Management (SAM) at https://sam.gov. Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA and meet the requirements of FAR 19.102. Any contractor that believes they are capable and desires to claim preference for SDVOSB or VOSB status must be registered with the SBA Veteran Small Business Certification Program (VetCert).
