Special Notice Special Notice Page 5 of 5 Special Notice Page 1 of 5 Special Notice Notice of Intent to Award a Sole Source Procurement The West Texas VA Health Care System is requesting maintenance and repair services from Siemens Medical Solutions USA, Inc. for the Symbia Evo located at the West Texas VA Health Care System (WTVAHCS) in Big Spring, TX. Name/Description of Equipment 0001 Manufacturer Siemens Medical Solutions USA, Inc. Model Symbia Evo Serial Number 1806 VA ID# (cabinet) EE 32794 Functional Location # 400-805340 Acquisition Date 08/01/2023 Location Building 1, Room 264-1 Delivery Address: West Texas VA Health Care System 300 Veterans Blvd Big Spring, TX 79720 The proposed sole source procurement will be made by a Federal Supply Source blanket purchase agreement with Siemens Medical Solutions USA, Inc. The requesting activity has submitted a sole source justification request that states that vendor is the only vendor that can provide the necessary system to be a direct replacement of the current analyzer instrumentation. Market research did not find an alternate approved vendor that can provide all the required linearity supplies for the services. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, a contract will be issued to CAP without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
