- The Hawaii Army National Guard, intends to issue a sole source firm fixed priced contract to Hawaii Telcom Inc., 177 Bishop Street Honolulu, HI 96813-2808. The requirement will be sole sourced to Hawaii Telcom Inc. in order to provide enhanced data service for FY25-26: SCOPE OF WORK. Connect the locations below to a vendor privately owned MPLS backbone for data and voice with specified bandwidth and Quality of Service (QoS). Provide full-mesh network connecting all Primary and Armory sites, including wired connection at 15 locations. Vendor technical support available from industry certified experts. Monitor and maintain network circuits. Provide comprehensive performance analysis to demarcation. Utilization data to be gathered and stored by vendor for trending and overall network optimization and recommendation. Also provide 24/7 managed services for this network (15 locations). Provide vendor technical support from industry certified experts. Monitor and maintain network. Provide notification of outages to HIARNG personnel. Provide comprehensive performance analysis to demarcation. Information obtainable to HIARNG through a web portal showing graphical traffic reports and device performance. Data to be gathered and stored by vendor for trending and overall network optimization and recommendation. PERIOD OF PERFORMANCE. Period of Performance will be 1 year long, beginning immediately upon the approval of completed advertising packet. VENDOR PERFORMANCE REQUIREMENTS HIARNG�s unclassified network has two primary locations and (13) Armories to connect. Current vendor connects our HIARNG locations using wired IP Data service (MPLS). The design and service needs to have high availability, flexibility, redundant, scalability, secure, and survivability. Scalability Allows for increased bandwidth as required. Redundant All sites will have full mesh connections to each other. Security Utilize newer updated software and hardware components to minimize threats to network. Vendor owned private MPLS backbone Flexibility Fast provisioning, with certified installers included and the ability to quickly support advancements and technology trends QoS enabled to prioritize applications Survivability Continuing verified and monitored service i.e. ping failures. Vendor to ensure continued operations with backup systems. Fully meshed, converged network Availability Reliable service over a vendor owned private MPLS backbone with a Service Level Guarantee 99.99%. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (1) soliciting from a single source. The NAICS code is 517111 and has a size standard of 1500 employees for this procurement. This notice of intent is not a request for competitive quotes. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's capability to perform the work.
