W519TC-24-R-ROMM � Radford Army Ammunition Plant (RFAAP) Operation, Maintenance, and Modernization Request for Information (RFI) � Design/Build Modernization Project The U.S Army Contracting Command � Rock Island (ACC-RI), in support of the U.S. Army Joint Munitions Command (JMC) located at Rock Island Arsenal, IL and the Project Lead Joint Services (PL JS) located at Picatinny Arsenal, NJ, are currently assessing requirements for the upcoming Request for Proposal (RFP) and seeking Industry feedback as described below. The United States Government (USG) is contemplating including a design/build modernization effort to enhance solvent propellant production at RFAAP as part of the evaluation and award criteria in a potential RFP. The USG has developed draft performance requirements for this project that may serve as a basis for proposal submittal instructions and evaluation criteria in Sections L & M. This would require submission by the offeror of a stand-alone technical volume with pricing integrated into the price volume detailing how the requirements will be met. The USG is requesting Industry feedback detailing the data required for effective proposal submissions on this firm-fixed price effort, in addition to the benefits and risks of awarding this effort at time of contract award. Given the USG�s current schedule and funding programmed in the Production of Industrial Facilities portfolio, the USG is also considering two alternative options to competing the design/build of the solvent facility requirement with the facility contract. One alternative is to award to a third party to execute the solvent effort at RFAAP. The second alternative is to delay the project in order to accommodate a sole source proposal and negotiations with the awardee after the RFAAP contract award. Delaying the project may put the funding at significant risk, which could lead to cancellation or deferment for multiple years based on reallocation as part of the budget planning process. As indicated, Industry feedback is sought regarding the advantages and risks associated with including the solvent project as part of the competition. Responses from bidders should provide recommendations on technical, schedule, cost, and contract/data requirements and approaches, along with supporting rationale. Industry feedback on any other advantages and risks, e.g., teaming arrangements should also be included. Please note, this RFI is for informational purposes only and does not constitute an RFP or commitment by the USG. The USG does not intend to award a contract on the basis of this RFI, nor will it compensate participants for the information provided. Participation is strictly voluntary. Any proprietary information submitted should be clearly identified. The USG intends to utilize the information received solely for the purpose of developing potential future requirements. All information provided is subject to change. Should a formal RFP be issued at a later date, the USG will publish a solicitation notice. Telephone inquiries will not be accepted.
