- E.9 52.212-2 EVALUATION COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical SDVOSB/VOSB Evaluation Preference Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) ADDENDUM To FAR 52.212-2 The Government will select a best value vendor that conforms to the solicitation, which is most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Technical, SDVOSB/VOSB Evaluation Preference, and Price. Comparative Analysis: In accordance with simplified acquisition procedures, in addition to quotes being evaluated against its response to the criteria below in relation to the SOW, the quotes will also be evaluated against one another. Factor: 1) Technical The Government will assess the vendor s ability to provide delivery within time frame specified in the Statement of Work (SOW) of order to the VA Southern Nevada Healthcare System (VASNHCS). The Government may utilize MapQuest or Google Maps to assess delivery timeframes during normal and rush hour traffic. The Government will not utilize any time periods where there are traffic anomalies such as multi-car crashes. You must either be the manufacturer and/or an authorized distributor. Authorized distributors must provide documentation from the manufacturer on the manufacturer s letterhead. Factor 2 SDVOSB/VOSB Preference For evaluation purposes, this factor will be evaluated as follows: Full credit for a registered and verified SDVOSB means a reduction of 5% of total price. Partial credit for a registered and verified VOSB means a reduction of 2% of total price. Partial credit for Offerors proposing to subcontract with a registered and verified SDVOSB or VOSB means a reduction of 1% of total price. For example, if an offeror is a registered and verified SDVOSB and their total price is $1,000,000.00 then 5% would be $50,000.00. The offerors adjusted price would then be $950,000.00. The adjusted price of $950,000.00 would be the price used for the price evaluation. The same process would be applied to a registered and verified VOSB and non-Veteran proposing to subcontract with an SDVOSB or VOSB, but the reduction percentage would be at the amount listed above. However, the award price will be the offered price. Factor: 2) Price This criterion evaluates the overall price (i.e. aggregate for all periods of performance identified in the CLINs) to determine if the proposed price is fair and reasonable. For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
