- This is a Request for Information (RFI). Please respond to the attached questions. There is no solicitation available currently. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment by the Government. Any information provided in response to this market research will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise of future business with the Government. The purpose of this RFI is to gather market research to determine an acquisition strategy for the forthcoming solicitation for the Medical Surgical Prime Vendor Program (Med/Surg PV). DLA Troop Support (DLATS) is an agency of the Defense Logistics Agency (DLA). DLA provides supply support and logistics services to the Army, Air Force, Navy, Marine Corps, and several federal agencies. Medical Supplier Operations, a Directorate of DLATS, is in the process of planning for a follow-on Medical Surgical Prime Vendor indefinite quantity, long-term contract. The intended contract is being planned as a 10-year contract with a base period anticipated to be 2.5 years and three 2.5-year option periods. However, this is subject to change depending on market research. The Med/Surg PV Program has established three TRICARE Global regions (North, South, and West) that combine to provide routine ordering capability throughout the world. Prime Vendor (PV) is the primary distribution channel (single distributor) for procurement and delivery of a full range of commercial medical/surgical supplies to a group of Medical Treatment Facilities (MTFs) in the geographical regions. MTFs order directly through the Prime Vendor with next-day delivery. Each PV provides all medical surgical products for which it has been authorized as a distributor under a designated contracting instrument as authorized by DLATS Medical. All items are brand name specific or generic commercial products that are identified by the manufacturer�s item descriptions and part number and conform to the manufacturer�s commercial specifications. Purchase dollar values provided by the Government are compiled from the PV-supplied DAPA consumption data and are all based on total prices inclusive of PV Distribution Fees. Your responses to the questions are requested by close of business on February 28, 2025, and may be sent via mail or email. If email is your preferred source of transmission, we recommend that you look for an email confirmation within 2 business days of submission (excluding Federal Holidays) by the point of contact provided below. Any responses received after this date may not be reviewed or considered in our contract formation process for the follow-on Medical Surgical Prime Vendor contract.
