Description
The Europe District of the U.S. Army Corps of Engineers is seeking input on a new service strategy designed to enhance its mission effectiveness across Europe and Africa. With a workforce of approximately 600 personnel, the district has identified capability and capacity requirements that must be addressed to meet the nation�s security needs. The Europe District has emerging workload with new mission partners in new and established geographic locations. This strategy outlines how the Europe District plans to leverage both Department of the Army and Local National civilians, as well as contracted services to overcome these gaps, ensuring a more efficient and responsive mission delivery. While the Europe District currently leverages A-E service contracts to execute its mission, no fundamental reductions to this approach are anticipated. However, the District is actively seeking opportunities to optimize performance, including cost-efficiency, in areas where there is overlap between A-E Services and Professional Services. For example, services related to scheduling and project controls might be better delivered through Professional Services. Additionally, the Europe District is expanding its service portfolio to address on-site field support requirements in certain countries where hiring Department of the Army civilians or local nationals presents challenges for various reasons (anticipated, but not limited to, Hungary, Norway, Poland, and Romania). The Europe District is also exploring the use of Personal Services in select regions, where appropriate, too. Although this strategy is seldom used by the U.S. Army Corps of Engineers, the District believes it could provide a tailored solution to address specific capability and capacity limitations in certain locations within Europe and Africa. Your input is invaluable as the Europe District develops its service strategy. Please take a moment to respond to the following questions, which will help us optimize our approach and ensure we meet the mission�s needs effectively: Do you currently provide services of any kind to the Europe District? Are there services that you are currently providing (or could provide) to the Europe District that you think could be better provided via a professional services strategy rather than an A-E (formerly Brooks Act) services strategy? If so, why? Would you be interested in an opportunity to provide personal services to the Europe District? If you could provide the Europe District professional or personal services for project controls, administrative, and field-related technical services, would you recommend a country-by-country strategy via a SATOC or a MATOC, or a broader geographic approach? If so, why? Are there any countries within NATO where you would be unable to perform services of any kind for the Europe District? If so, why? Is GSA a viable option for meeting professional service requirements as opposed to new Europe District contracts? If so, why? If not, why? What additional factors should the Europe District consider in developing a new, comprehensive service strategy?
