- Page 3 of 3 THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government does not intend to pay for information solicited. The Department of Veterans Affairs (VA), NCO 2 James J. Peters, VA Medical Center, is seeking highly qualified construction firms to: Upgrade Boiler Plant at the Northport Veterans Affairs Medical Center, 79 Middleville Road, Northport, NY 11768-2200 in accordance with manufacturer equipment drawings & specifications and VA specifications for Upgrade of Boiler Plant. The Northport VA Medical Center currently utilizes boiler plant equipment which is beyond its recommended service life. The boiler plant provides steam for heating and other functions to the Main Hospital and multiple other buildings through an underground distribution system. This system is currently undergoing replacement under a separate project. The scope of this project includes construction of a replacement steam system including new boilers, pumps, and ancillary equipment. The construction of this new system will assume that the replacement of the steam distribution system will be complete by the time the new boiler plant equipment is in operation. There is also a Combined Heat and Power Plant (CHP) which has recently been started up. The new steam system for this project will incorporate tie-ins and modifications to the CHP. The goal of the project is to improve the efficiency of steam generation on the site. This will be accomplished with the installation of modern high-efficiency equipment which requires less energy to operate leading to lower energy costs. The replacement of aged equipment will also improve equipment downtime for maintenance and repair. Boilers The new boiler plant will consist of three 30,000 PPH watertube boilers to provide N+1 redundancy for the expected future steam demand. The boilers will include stack economizers to maximize efficiency and will fire natural gas as a primary fuel source, with No. 2 fuel oil as a back-up. The estimated Construction Cost Range for this effort is the range prescribed in VAAR 836.204, is between $20,000,000.00 and $50,000,000.00. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. This solicitation is issued under the Small Business competitiveness demonstration program. The applicable NAICS Code is 236220 with a small business size standard of $45.0 Million and MUST have knowledgeable experience. The firm will be responsible for providing all management, supervision, labor, materials, supplies and equipment, and shall plan, schedule, and coordinate as per requirements of all governing agencies.
