Description
SECTION I � GENERAL INFORMATION BACKGROUND This is a CONTRACT (hereinafter ""Contract"") between the U.S. Agency for Global Media (hereinafter referred to as the ""USAGM""), an entity of the Government of the United States of America, with its headquarters located at 330 Independence Avenue, SW, Washington, DC, 20237, U.S.A. and (TBD) (hereinafter ""Contractor""). SCOPE The requirement of this contract is to provide transportation services to and from the USAGM Philippines Transmitting Station on a 24/7/365 basis in support of the daily broadcast operations at the transmitter facility. Transportation services are to be provided in accordance with the terms and conditions and all additional FAR clauses, regulations, standards or other documents referenced within this contract. PURPOSE The purpose of this contract is to provide transportation to USAGM employees on a daily basis to the Transmitting station from designated pickup points: To ensure safe and secure transportation for the Station�s Locally Employed Staff (LES) To provide Station�s transportation needs 24 hour per day, seven day per week, as needed. To provide transportation to and from U.S. Embassy, Manila International Airport and other offsite functions as needed CONTRACT TYPE This is a firm-fixed-price (FFP) contract for transportation services for the USAGM Philippines Transmitting Station. ACQUISITION AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; FAR Part 12-Acquisition of Commercial Items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-02; dated 01/03/2025. SECTION II � TECHNICAL SERVICES/SPECIFIC TASKS STANDARD SERVICES The Contractor shall provide a minimum of three (3) air-conditioned vehicles with a manufactured date not earlier than 2024. Vehicles shall have a minimum capacity of 12 passengers. The contractor shall provide drivers necessary to safely transport station personnel to/from the station each day. The contractor shall consistently accomplish station transportation requirements as follows: Provide a high-level service standard to meet Transmitting Station needs at all times; Enforce punctuality, adherence to established schedules, availability for standby and other required services; Monitor the safety of passengers and drivers; Provide Operator/dispatcher customer service, report and resolve complaints; Keep good management records (trip tickets, logs, schedules, equipment maintenance records, etc.; Monitor vehicle condition and availability, cleanliness inside and outside, operating status, and condition of safety equipment; Perform all daily, weekly, and 4 month/5,000KM vehicle maintenance; Complete timely performance of required vehicle inspections. Services generally consist of transporting station employees from the Tarlac, Capas, Balibago, and Dau areas to/from the station. The contract contains certain ordering provisions by which the Contracting Officer or his/her representative may require additional amounts of service for special events. The Contractor shall include all planning, administration, and management necessary to assure that all services comply with this contract, and all applicable laws and regulations. The Contractor shall meet all of the standards of performance identified in the contract. The Contractor shall perform all related support functions such as supply, subcontracting, quality control, financial oversight, and maintenance of complete records and files. The contract will be for one-year period from the date of the contract award, with four (4) one-year options. STANDARD STANDBY SERVICES (OPTIONAL) The contractor shall provide two (2) Stand-By drivers with vehicles during the normal workday Day Shift, and one (1) Stand- By driver and vehicle to support all other shifts. The purpose of this driver/vehicle is to support vehicle dispatches in support of Government operations. When not supporting shift operations (1.4.1) or performing routine vehicle maintenance, Stand-By Drivers, unless otherwise designated by the COR, shall be posted at the station when not actively performing driver services. TEMPORARY ADDITIONAL SERVICES (OPTIONAL) Temporary Additional Services are services that are defined as Standard Services but are required in addition to established work schedules. Temporary Additional Services shall support special on and off-site events, including unscheduled home-to-office trips, and usage of Stand-By Services in support of station operations. The Contractor shall provide these services in addition to the scheduled services specified in this contract. This work shall be performed by Contractor trained employees and shall not be subcontracted. Temporary additional services shall include vehicle, driver and operating costs established at firm fixed price rates per kilometer. WAITING TIME (OPTIONAL) The rate for Waiting Time shall include only those costs incurred when waiting for passengers that are being transported under Temporary Additional Services. The contractor shall enter wait time on the vehicle usage log sheets for each trip, passengers are expected to initial the log sheet to verify wait times. Waiting time shall be billed separately in 15-minute increments. ORDERING TEMPORARY ADDITIONAL SERVICES The Contracting Officer�s Representative (COR) issues instructions to the Contractor pertaining to specific dates, times, etc. for temporary additional transportation services, as needed. Instructions may be issued orally, or in writing. When using stand-by drivers, the COR may request a vehicle dispatch with 15 minutes advance notice. In all other cases, the COR shall give the Contractor 24 hours advance notice. In the event a dispatch is required after normal business hours, the posted Shift Supervisor may verbally issue the dispatch, which shall be verified in writing by the COR within 1 working day.
