Radford Army Ammunition Plant (RFAAP) Industry Day #2 February 25-26, 2025 1. Announcement: The Army Contracting Command - Rock Island, the Project Lead Joint Services, and the Joint Munitions Command will be hosting Industry Day #2 for the planned competition for the production of propellants and the operation of the RFAAP. Industry Day #2 will consist of RFAAP Facility Tours with a brief overview prior to the tour. Location: RFAAP State Route 114 Radford, VA 24141 The Government intends to allow companies access to various facilities over this two-day span, which will include production building walkthroughs and view of support facilities. NOTE: Depending on the level of interest, multiple sessions/days of tours may be needed during this week to maintain a safe environment. Please remain flexible in your availability. The Government will provide a final schedule, agenda, and visitor instructions in advance of the event. 2. Registration a. Interested participants must register in advance by completing the Company Registration Form and Individual Registration Form accompanying this announcement. Completed registration forms shall be submitted electronically to Anna Whitcomb at anna.e.whitcomb2.civ@army.mil and Amanda Carlson at amanda.l.carlson25.civ@army.mil no later than Noon Central Time on February 4, 2025. Each participant�s request must be approved by the Government prior to attendance. Late registrations will not be considered. b. These facility tours support a contract for which competition will be limited to companies within the U.S., its outlying areas and Canada. The tours will include access to Controlled Technical Information. In the event that a U.S. company intends to subcontract to a foreign company and wishes to include representatives from that foreign company on the tours, the following information must be provided upon registration. Note that this information must be provided by the U.S. company. Names of foreign company personnel requesting inclusion in facility tours. This includes U.S. citizens representing a foreign company. An appropriate licensing agreement approved export license from the U.S. State Department (DSP-5). Technology Transfer Agreement (TTA) between the U.S. company and foreign subcontractor. c. Registration for this event is limited to a maximum of four representatives per company. Individuals from consulting firms acting on behalf of a particular company will be included in the respective company�s total representative count. The limit will be strictly enforced. d. The U.S. Government does not intend to award a contract on the basis of this Industry Day or otherwise pay or reimburse respondents for participation in this event. Do not rely on information presented today in formulating proposals. Should a Request for Proposal (RFP) be issued, any information contained within the RFP supersedes the information presented here. No U.S. Government personnel, except for the Contracting Officer, can make any commitments on behalf of the U.S. Government. 3. Agenda: a. High-level agenda (more details will be provided to registered companies prior to the Industry Day): DAY 1: Check-in and tours tied to PWS 1 Environmental and PWS 10 Utilities that do not require coveralls (ex. BioPlant, 407 Water Intake, Powerhouse, Package Boiler Facility, etc.) DAY 2: Check-in and tours of production areas from Legacy NC Boiling Tub House through Greenlines, Rocket and 4th Roll Powder b. Participants are encouraged to submit questions and/or comments regarding Industry Day #2 after the event by utilizing the attached Question/Comment form. All questions received through the Question/Comment form will be answered by the U.S. Government and posted to SAM.gov. Question/Comment forms shall be submitted electronically to Anna Whitcomb at anna.e.whitcomb2.civ@army.mil and Amanda Carlson at amanda.l.carlson25.civ@army.mil no later than March 4, 2025. c. The U.S. Government also provides the following potential future industry engagement opportunities, which are subject to change. Official announcement for ANY event will be posted to SAM.gov. March 17, 2025: Industry One-on-Ones to discuss submitted White Papers; more information to follow June 24, 2025: Industry Day #3 @ RFAAP November 4, 2025: Industry Day #4 @ RFAAP 4. Safety: a. The Government considers the safety of the RFAAP staff, operators, and those attending the RFAAP facility tours top priority. b. Badging, Security, and Safety information pertaining to the tours will be required. Visitors will observe all plant safety and security regulations during visits. c. Personal protective equipment will be required and provided by the U.S. Government. Please disclose size information as annotated on the Individual Registration Form. d. The U.S. Government reserves the right to deny entry to the facility for any individual who does not follow protocol and/or fails to meet the safety criteria established. 5. Security a. Companies must have an active registration with the Joint Certification Program in order to attend the tour. b. Visitors shall observe all plant safety and security regulations during visits. c. Contractors are not permitted to have Personal Electronic Devices at any point during the facility tours. No picture-taking or recording is allowed. d. Industry Day will occur at two locations on Day 1 and one location on Day 2: Day 1 - October 22, 2024 Morning Session - General Overview Holiday Inn Roanoke Airport-Conf Center 3315 Ordway Drive Roanoke, VA 24017 Day 1 - October 22, 2024 Afternoon Session - RFAAP Facility Tour RFAAP State Route 114 Radford, VA 24141 Day 2 - October 23, 2024 Partial Day Session - One-on-One Discussions Holiday Inn Roanoke Airport-Conf Center 3315 Ordway Drive Roanoke, VA 24017 2. Industry Day Registration and Visit Request: a. Interested participants must register in advance by completing the Company and Individual registration forms. Completed registration forms will be submitted electronically to Anna Whitcomb at anna.e.whitcomb2.civ@army.mil and Jaclyn Senneff at jaclyn.r.senneff.civ@army.mil no later than Noon Central Time on September 27, 2024. Participants are encouraged to submit questions and/or comments regarding Industry Day #1 briefing charts and the RFAAP procurement in advance of the event by utilizing the attached Question/Comment form. All questions received in advance through the Question/Comment form will be addressed by the Government during the General Overview Session. Question/Comment forms will be submitted electronically to Anna Whitcomb at anna.e.whitcomb2.civ@army.mil and Jaclyn Senneff at jaclyn.r.senneff.civ@army.mil no later than October 7, 2024. 3. Agenda: a. A General Overview Session is scheduled for the morning of October 22, 2024. Check-in will begin at 08:30 a.m. Eastern on October 22, 2024. The General Overview Session will begin at 09:00 a.m. Eastern and will conclude at 10:30 a.m. Eastern. b. Participants will travel on their own from the hotel location to the RFAAP facility beginning at 10:30 a.m. Eastern and arriving at RFAAP no later than 12:45 p.m. Eastern. Participants will plan to obtain lunch on their own during this time. No lunch or transportation from the hotel location to the RFAAP facility will be provided by the Government as part of the Industry Day event. c. Participants will begin check-in at the RFAAP facility at 12:45 p.m. Eastern. Check-in at the RFAAP facility will end at 01:30 p.m. Eastern. d. A tour of the RFAAP facility will take place on October 22, 2024 at 02:00 p.m. Eastern. The Government will work to allow interested contractors access to RFAAP for tours of the facility. Additional details will be provided when available. e. One-on-one sessions will take place on October 23, 2024 beginning at 08:30 a.m. Eastern. One-on-one sessions will be approximately 15 minutes long and require advance registration via the Company registration form. One-on-one sessions are anticipated to end at 01:30 p.m. Eastern. A detailed agenda and schedule of one-on-one sessions will be made available at a later date. f. Additional questions/comments stemming from the general session, one-on-one sessions and/or the facility tour will be accepted through October 25, 2024. Question/Comment forms will be submitted electronically to Anna Whitcomb at anna.e.whitcomb2.civ@army.mil and Jaclyn Senneff at jaclyn.r.senneff.civ@army.mil . 4. Safety & Security: a. Only firms registered with the Joint Certification Program will be allowed to attend the tour. If registrants would like to request approval for a non-US Citizen to attend any portion of Industry Day, please contact Anna Whitcomb and Jaclyn Senneff for further coordination (include name and country of citizenship of requested attendee). b. Badging, Security, and Safety information pertaining to the tours will be required. Visitors will observe all plant safety and security regulations during visits. c. Personal protective equipment will be required and provided by the Government. d. Certification of compliance to the RFAAP Facility Access Request is required to be submitted with each participant�s registration. This document will be provided as part of this notice when available. e. Contractors are not permitted to have Personal Electronic Devices at any point during the General Overview Session, one-on-one sessions, and facility tour.
