- This is a Notice of Intent that AFSC/PZABB, Electronic Warfare Sustainment, intends to issue a five(5)year Firm Fixed Price Requirements Type Contract with a one(1) basic year and 4-(1) year Options for the AN- ALR-56M Repair of Digitally Tuned Oscillator (DTO); NSN: 5995-01-466-6451EW; The Basic and 4-(1) year Options will have a total repair quantity of 400 and total Tear Down, Test & Evaluation (TT&E) quantity of 100 for the Digitally Tuned Oscillator (DTO) effort. The Digitally Tuned Oscillator (DTO) is a component of LRU-7, 5865-01-324-7734EW, the Super Heterodyne Receiver (SHR) on the ALR-56M Weapon System. The DTO and LRU-7 are both significant components/units of the ALR-56M Weapon System, installed on the F-16 and C-130J aircrafts. The offeror shall prepare their proposal in accordance with mandatory, explicit and detailed instructions contained in the RFP. The government does not own the technical drawings required to produce/repair these components. The government intends to solicit and negotiate with Other Than Full and Open Competition as prescribed by FAR 6.302-1(a) (2). There is only one responsible source, General Microwave Corporation, CAGE CODE 11332, that can fulfill this acquisition for these NSN(s) as stated above since they are the only vendor that has the proprietary technical data to support this effort. We anticipate the release of the RFP on or around 24 January 2025 with an estimated response date of 24 February 2025. The RFP and all attachments will be posted to the System for Award Management webpage (http://www.SAM.gov/ ). The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serous contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
