COMBINED SYNOPSIS/SOLICITATION NOTICE: Requirement Title: Replacement of the current Deck Covering System Solicitation Number: N3904025Q0015 Response Deadline: 1/30/2025 05:00 PM ET POC: Alyssa Cress, (207) 994-0740, Alyssa.a.cress.civ@us.navy.mil GENERAL INFORMATION: 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued Paper copies of this solicitation will not be available. 2. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-03 and DFARS Change Notice 2025-0117. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This solicitation is being issues as a(n): Request For Quotation (RFQ) 4. The Navy intends to award a firm, fixed price contract to the vendor who is evaluated to provide the best possible service IAW the SOW utilizing a price/technical tradeoff method as the source selection technique in accordance with FAR 15.101-1. 5. North American Industry Classification System Code (NAICS): 336611 6. Product Service Code (PSC): 2040 7. The size standard is: 1300 (Size standards in number of employees) REQUIREMENT INFORMATION: The Portsmouth Naval Shipyard requests responses from sources capable of providing the following: Remove/Replace Vinyl and Wet Deck Covering Systems IAW SOW RDD: 14 days after receipt of Notice to Proceed Rip out to occur approx. May of 2025 Rip out schedule of spaces to be determined with the ship Re-install to occur approx. January 2026 Place of Performance: Portsmouth Naval Shipyard, Kittery, ME 03904 ATTACHMENTS: Statement of Work (SOW) N3904025Q0015 Request for Quote (RFQ) Quality Assurance Surveillance Plan (QASP) Enclosure 2 PNSY OPSEC Contract Requirements 24-138 METHOD OF PROPOSAL SUBMISSION: Quotes shall be emailed. All responsible sources may submit a quote which shall be considered by the agency. System for Award Management (SAM): Vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All quotes shall include this form filled out in its entirety, any pricing breakdown that explains the quote, and any technical information needed for technical evaluation.
