- UPDATE 21 Jan 2025 The purpose of the mod is to add to the Q&A. Q9. Does the base have a lift for the contractor to utilize for inspection / maintenance? A9. Yes, there is a lift available to use. Q10. For pricing of the CLINS 001 and 002 for the inspection maintenance and repair services can and over and above CLIN be added? A10. Historically, for Hill AFB Sunshade Inspection, Maintenance and Repair service orders, potential offerors have prepared quotes based on their estimates for the scope of work required in the PWS. For the Firm Fixed Price (FFP) CLINs 0001 and 0002, the offeror needs to prepare the quote based on their estimates for the required inspection, maintenance and repair services including repair parts in accordance with the PWS. Please reference the PWS, FA8201-25-Q-0004 Combo Synopsis Solicitation including 52.212-1 Instructions and 52.212-2 Evaluation of offers to prepare quotes. Unit prices and total award value are not re-negotiated after award. An Over and Above CLIN is not included in the order and is not allowed to be included in a quote as Over and Above services are not required. With offerors able to prepare quotes based on their estimates, a Time and Material (T&M) and Firm Fixed Price with Economic Price Adjustment (FFP EPA) contract type are not appropriate for the effort. UPDATE 15 Jan 2025 The purpose of update 15 Jan 2025 is to post questions and answers (Q&A), see below. The update includes a photos of sunshades that are avaiable to request the photos please email the contract specialist sheynah.clawson@us.af.mil. FA820125Q0004 Hill AFB UT Sunshade Inspection Questions and Answers Q1. Are the services required for the old existing sunshades, the new sunshades presently/recently installed, or both? A1. Services are required in accordance with PWS which includes the existing not new sunshades. For the sunshades identified in the PWS which do not include the new sunshades being installed. Q2. Can the government provide instructions or clarifications on how the bidder is to price unknown quantities of time and materials for emergency on-call inspections and repairs? A2. The offeror needs to prepare the quote based on their estimates for the required services including repair parts in accordance with the PWS. Q3. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? A3. Per the solicitation, this is a new requirement and there is currently not an incumbent. Q4. Are there drawings or schematics of the sunshade available? A4. No, drawings or schematics are not available. For a description, reference PWS paragraph 1.2 or contact the manufacture for more information. Q5. What are the dimensions of the shade? A5. For a description, reference PWS paragraph 1.2 or contact the manufacture for more information. Q6. Could you provide photos of the sunshade to better understand its current condition? A6. Solicitation update 15 Jan on Sam.gov includes sunshade photos avaiable, email contract specialist to request photos. The due date for receipt of quotes will not be changed due to the request of photos. Q7. Is it possible to schedule a site visit to assess the sunshade in person? A7. Per the solicitation, pre award site visits are not being held. Q8. Has the Air Force conducted any inspections on the sunshade previously? If so, could you provide the cost of the most recent inspection? A8. No, the Air Force has not conducted inspections. ORIGINAL NOTICE The 388th Fighter Wing (FW), Hill Air Force Base, Utah, has a requirement for aircraft sunshade inspection, maintenance and repair services. The request for quote (RFQ) includes the following documents to aid offerors in preparation of their quotes. The combo synopsis solictation document includes the 52.212-1 Instructions to offerors and 52.212-2 Evaluation of offers and needs to be used to prepare quotes including submission of prices and submission of documentation to be submited for technical evaluation. 1. Wage Determination (WD) 2015-5483, Rev 24, 22 Jul 2024 Quotes (i.e., submision of prices and documention) are required to be emailed to the contract specialist and contracting officer NLT the due date for receipt of quotes.
