Description
NOTICE OF INTENT to Sole Source Solicitation Title: Replacement Skimmer and Actuator for Hoover Dam Wastewater Treatment Plant Solicitation. No. 140R3025Q0012 This solicitation is being advertised as a noncompetitive sole source solicitation as provided under FAR 13.106-1. The Department of the Interior, Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Lower Colorado Dams Office, Hoover Dam, needs a new Rotating Skimmer, Actuator and set of spare parts for the Clarifier in the Wastewater Treatment Plant (WWTP). The existing skimmer is 25 years old and has deteriorated beyond repair. This rotating skimmer was custom-made for the Hoover Dam WWTP and the main features include an 9-foot long, 8-inch diameter, Schedule 40 steel pipe with a 60-degree opening along the side, with which both ends would be mounted to rotate and one side would act as a drain. The pipe is coated to resist corrosion. The drain side of the pipe would also be mounted with a main gear and a worm gear, the latter of which is attached to a pipe that is driven by an actuator to rotate the pipe 30 degrees in each direction. The purpose of this device is to drain any material that rises to the surface of the Clarifier but does not go over the weir. In doing so, the treated wastewater can flow over the weir without impediment or carryover. In simpler terms, it will remove the dead sludge so that the cleaner water can continue through the final treatment processes. The only company known to be able to provide these parts is MCNISH CORPORATION (dba Amwell) of Aurora, IL. The NAICS for this action 221310, entitled ""Water Supply and Irrigation Systems"", which has a small business size standard of $41.0 million. Award is anticipated in February 2025, with delivery estimated within 27 weeks. The resulting contract will be a Firm-Fixed Price type contract. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All documents submitted must contain an explanation and evidence as to how your company would be able to perform these services in the specified location. Submissions are due by February 3, 2025, at 4pm local time. The contract award information and the Justification and Approval for using noncompetitive procedures will be posted on the SAM.gov website at https://sam.gov/content/home .
