- 36C26025R0041 CON 663-CSI-021 RENOVATE BUILDING 100, 2ND FLOOR IR LAB REPLACEMENT, SEATTLE, WA AMENDMENT 0002 VA RESPONSES TO REQUESTS FOR INFORMATION 001 THRU 007 RFI 001: General Requirements 1.5 Security Requirements C.1 states, The General Contractor shall provide unarmed guards at the project site 24 hours a day, 7 days a week. A Security Guard in Seattle will cost at least $60 per hour and with overtime / off hours will probably average at least $75 an hour or more. It will cost at least $1,800 per day. The project schedule is 250 days so security will cost around $450,000 for the project. How do you expect us to get the job complete with a budget of $500,000 - $1,000,000 if you want to spend $450,000 on security? Is this really needed? The VA already has VA Police on site. VA RESPONSE: The inclusion of this provision regarding unarmed security was included as part of nationally obligated general requirements. It is the concurrence of the station that there should not be a need for unarmed guards or monitoring devices to be utilized: there may be some communication necessary with the VA Police to develop a simple security plan but on the whole the work site should be able to be adequately secured by standard patient and infection control measures. RFI 002: Section C.2 states, The contractor shall provide unarmed guards and VA Police with communication devices as directed. There are no directions on what to provide the VA Police. How can we adequately price this out without any direction? VA RESPONSE: The inclusion of this provision regarding unarmed security was included as part of nationally obligated general requirements. RFI 003: Section C.3 states, The general contractor shall install equipment for recording guards rounds to ensure systematic checking of premises. What equipment do you want us to install? How can we adequately price this out without any direction? VA RESPONSE: The inclusion of this provision regarding unarmed security was included as part of nationally obligated general requirements. It is the concurrence of the station that there should not be a need for unarmed guards or monitoring devices to be utilized: there may be some communication necessary with the VA Police to develop a simple security plan but on the whole the work site should be able to be adequately secured by standard patient and infection control measures. RFI 004: General Conditions Page 7 P. states, Coordination of Construction with Cemetery Director This job has nothing to do with a cemetery. Why is this language in the specifications? VA RESPONSE: This was included as part of nationally required general requirements: as bidders may be aware, the VA also handles work on our national cemeteries which this section would obviously pertain to. This language can safely be ignored for this particular project. RFI 005: In reference to the IR Lab Building 100 Renovation, I see metal pan ceilings indicated in spec section 95100, but I did not find anything in the finish schedule or RCP referencing metal ceilings. 1. Can you help me locate where the metal ceilings are in the project? 2. What is the basis of design for the metal ceilings? VA RESPONSE: The metal pan ceilings indicated in section 09 51 00 were included as a general description item: effectively, the section provided the specifications and requirements of what would be meant should the VA have requested Perforated Metal Facing (Pan) . From staff review and personal knowledge of the contract, it is not believed that there are any metal ceilings requested and Section 09 51 00 was actually included for it s relevancy to drop ceilings and acoustic tiling. RFI 006: The requirements for Special Inspections and Testing is very convoluted and inconsistent. Section 01 45 00 Quality Control Page 8 C. states, Government reserves the right to utilize the contractor s control testing laboratory , meaning contractor is paying for testing and inspections. Section 01 45 29 Testing Lab Services 1.1 states, Testing laboratory to be retained by Department of Veterans Affairs. Section 01 45 35 Special Inspections Page 2 E states, Special inspector to be retained by Prime Contractor. Can these discrepancies be cleared up, so we know how to bid this project? VA RESPONSE: Refer to the scope of work for clarification on this matter: The Contractor shall be responsible for all testing and inspection services RFI 007: Spec Section 02 83 33.13 Lead Based Paint / Glazed Component Removal and Disposal list work in Buildings 23, 3, 2, 51, 53 and other areas in Building 1 we are not working in. The scope of work area shown on the drawings is only Building 1 the 2nd Floor IR lab area. It there going to be any Lead Paint Removal in these additional areas in the specifications which are not shown on the drawings? VA RESPONSE: Work is only to occur in Building 100, 2nd Floor IR Lab as described in the drawings.
