Description
The Naval Air Systems Command (NAVAIR) PMA-281 Strike Planning and Execution Systems intends to negotiate and award a contract for provisions to provide maintenance, repair, modernization, and associated installation, technical, engineering, logistics, drawing design and engineering Subject Matter Experts (SMEs) to support the warfighter. Under PMA-281, the Airwing Shipboard Integration (AWSI) Team provides a family of systems to the warfighter in US Navy aircraft carriers (CVNs). These are Bravo Papa (BP), Joint Mission Planning System (JMPS) Application and Central Access Library (JACAL), Carrier Ready Room Collaboration Briefing System (CRR CBS), Tactical File Share (TFS), Naval Exchange to Unify Systems (NEXUS) and other NAVAIR systems. It is expected that scope of the contract includes the entire spectrum of non-inherently governmental services associated with the full system life cycle support including installation, system integration, fleet support and modernization research, end-of-life research, test, evaluation and Information Assurance sustainment of these systems. This contract effort has a primary focus on mission capabilities within PMA-281. Contract award is anticipated for July of 2025. NAVAIR intends to award this effort to Chugach Dynamic Solutions, LLC, 3800 Centerpoint Dr Ste 1200, Anchorage, AK 99503. Chugach is a Small Disadvantaged (Alaskan Native Corporation Owned (ANC)) 8(a) Firm (Point of Contact for Small Businesses interested in subcontracting David Melvin, Phone 757.617-4805, email david.melvin@chugachgov.com). Since 2008, Chugach is the sole developer, manufacturer and installer of a family of Air Wing Shipboard Integration (AWSI) and Unmanned Carrier Aviation (UCA) systems including Bravo Papa, Carrier Ready Room Collaboration Briefing and Video Management Systems that are interoperable and connected with each other. Chugach maintains and controls the technical data packages (TDPs), manufacturing knowledge, industrial base and supply chain relationships to continue production of these systems. Since a detailed knowledge of these interoperable systems is required to conduct tasking under this contract, Chugach is the only known source capable of accomplishing this requirement in the required timeframe without duplication of costs. Chugach is the only manufacturer that does these efforts. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responses to this notice can be sent via email directly to Shannon Pico at shannon.l.pico.civ@us.navy.mil.
