Description
PRE-SOLICITATION NOTICE The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD); Center for Computational Toxicology & Exposure (CCTE); Great Lakes Toxicology and Ecology Division (GLTED) require drydocking, inspection and repairs of EPA Research Vessel R/V LAKE EXPLORER II. This acquisition is a total small business set-aside and will be a firm-fixed price contract under NAICS Code 336611, Ship Building and Repairing, with a size standard of 1,250 employees. A draft Statement of Work (SOW) document shall accompany this synopsis via separate attachment. Be advised that changes to any or all documentation is possible when the final Request for Proposal (RFP) is released. No hard copies will be available. The successful Contractor shall provide all necessary labor, materials, facilities, and services in support of the efforts delineated by the SOW. The following work specifications are required: Items � Basic Requirements for Dry Docking o ITEM 1: Temporary Services at Contractor Facility o ITEM 2: Drydock and Routine Drydock Work � Requirements for Service and/or Repair at Drydock o ITEM 3: Hull Inspection Ultrasonic Tests o ITEM 4: Underwater Hull Coating o ITEM 5: Hull and Superstructure Paint o ITEM 6: Tailshafts & Bearing Inspection & Repairs o ITEM 7: Kort Knozzles Re-line Cavitation Band o ITEM 8: Polish and Tune Propellers o ITEM 9: Propeller line protection, new line cutters o ITEM 10: Inspect/Service/Repair Through Hull Valves � Requirements for Service and/or Repair not requiring Dry Dock. o ITEM 11: Rudder Steering Gear Service o ITEM 12: Reduction Gear Service o ITEM 13: Main Engines Oil Pan Gaskets and Rear Main Seals o ITEM 14: Potable Water Tank o ITEM 15: Service Fuel Tank, Renew Deck hatch and deck ring o ITEM 16: Chemical Hygiene Tank Clean and inspection o ITEM 17: New Chemical Hygiene Tank Pump o ITEM 18: Repair Rusted Bulkhead in Laundry Room o ITEM 19: Workshop Rusty Hull, Inspected, repaired o ITEM 20: Deck Crane Hydraulic lines o ITEM 21: Deck Crane, Deck Base Recondition o ITEM 22: Portholes (4), remove, recondition, paint The following optional repair items may be required, and will be included in the proceeding solicitation: � ITEM 23: Engine Room Air Supply Trunk � ITEM 24: Engine Room Valves Service � ITEM 25: Exhaust Pipe inspection � ITEM 26: Inspect Deck Gooseneck Vents � ITEM 27: Anchor Chain Service � ITEM 28: Mooring Cleats Mount Repair � ITEM 29: Replace seals on all deck hatches � ITEM 30: Mast Inspection � ITEM 31: Weather Decks Paint The solicitation numbered SOL 68HERC25R0072 will be available on FedConnect� located at the following internet address: https://www.fedconnect.net. Questions relating to the solicitation are required to be submitted electronically through FedConnect�. Once issued, solicitation documents will only be available electronically at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. Electronic copies of responses will be required and must be submitted via FedConnect�. It is anticipated that the solicitation will be available on or after January 31, 2025 at https://www.fedconnect.net and https://www.fbo.gov. The anticipated award date of the resultant contract is Spring 2025, with all boat work to be completed in 12 weeks. Interested parties are expected to download the solicitation and any subsequent amendments and to monitor the status of the solicitation for changes or updates. This solicitation and resultant contract are considered to be Firm-Fixed Price Commercial Items pursuant to FAR Part 12 and Part 13. Only one award will be made to the responsible offeror whose proposal, conforming to the solicitation, is determined to be the best value to the Government.
