- Description
- The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, Maryland, intends to enter negotiations and subsequently award sole source, Cost Plus Fixed Fee (CPFF) Delivery Order under Basic Ordering Agreement N00019-22-G-0009 with BAE Systems Information and Electronic Systems Integrations, Nashua, New Hampshire. The anticipated delivery order is for the procurement of the follow-on efforts required to develop an ALE-55 towed decoy system for use on the BQM-34S and ALQ-167 pod system for use on full-scale fixed wing aircraft. Contract award is anticipated for third quarter fiscal year 2025 and the anticipated delivery will be 7 months after contract award. The BQM-34S is a recoverable, remote controlled, subsonic aerial target used in support of weapons system test and evaluation. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implement by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. BAE is the sole designer, developer and manufacturer of the ALE-55 Advanced Off-Board (AOB) Pod and ALQ-167 Fiber-Optic Towed Decoy (FOTD) Pod in support of the Aerial Target systems. BAE is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government�s requirements for the ALE-55 in support of the BQM-34S Subsonic Aerial Target system and ALQ-167 pod system for use on full-scale fixed wing aircraft. All responsible sources may submit a capability statement, which will be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
