- THIS IS A REQUEST FOR INFORMATION. THIS IS NOT A REQUEST FOR PROPOSAL. The Naval Sea Systems Command (NAVSEA) is hereby issuing a Request for Information (RFI) from all potential sources, small businesses and large businesses, to provide information regarding a commercial, modified commercial (non-developmental item), and/or non-commercial supply solution(s) to the following performance requirements: 1. The Bridge Light Pollution Mitigation and Control Program�s objectives principally include ensuring all devices, equipment, indicators, and lamps installed in the pilot house of surface ships comply with Military Standard (MIL-STD) -1472H, DoD Design Criteria Standard for Human Engineering. Existing hardware must satisfy requirements as outlined in the referenced standard, thereby requiring light pollution mitigation efforts on various systems installed on surface ship bridges/pilot houses, to include desk lamps. 2. A shipboard bridge ruggedized desk lamp must provide a focused beam of light with minimal glare, be highly adjustable to direct light precisely where needed, and offer the ability to control brightness levels with a cool color temperature to minimize eye strain while performing detailed tasks like reading or writing notes especially for crew members in a darkened bridge environment. 3. Additionally, a shipboard bridge ruggedized desk lamp must meet the more detailed specifications/performance requirements listed within the specification details (hereafter referred to as SPECS) that will be provided at the Navy�s discretion subject to the needs of operational security, as discussed further below. Generally, interested parties (hereafter referred to as party/parties) are requested to provide information on their current supply that meets or exceeds the specifications/performance requirements listed within the SPECS and/or provide information on the company�s capability (personnel, facilities, resources, technology, and expertise) to provide such supply. Specifically, parties are requested to provide the following information (as applicable): 1. Company name 2. Company address 3. Primary company contact(s) and associated email addresses 4. Company website 5. Business size (small or large) for NAICS code 336611 (PSC 2090) 6. Company's socioeconomic status (Woman-Owned, Veteran- Owned, HUBZone, etc.) 7. Company CAGE Code 8. Company�s ability to meet or exceed SPECS with its supply 9. Identify how long it would take from award to deliver the Bridge Ruggedized Desk Lamps 10. Equipment origin or place of manufacture 11. Warranty information 12. Experience performing analyses regarding Human Factors Engineering and/or Human Systems Integration 13. Any other information deemed applicable by the interested party A PARTY�S SUBMISSION SHALL NOT EXCEED MORE THAN 20 PAGES (.doc MS-Word or .pdf) IN LENGTH AND BE NO LARGER THAN 7.5 GB. Parties are responsible for adequately marking proprietary and/or competition sensitive information that is contained within their submission. Before the Navy will consider providing a party the SPECS, which is marked as Controlled Unclassified Information (CUI), a party shall email NAVSEA Contract Specialist Talita Dreis at talita.k.dreis.civ@us.navy.mil and NAVSEA Contracting Officer Kathryn Corvello at kathryn.f.corvello.civ@us.navy.mil and therein provide the company�s name and company�s CAGE Code. Upon the Navy�s receipt of the party�s information, the Navy will perform a vetting of the company for operational security purposes and determine, at its own discretion, if it will or will not release the SPECS to the party. If the Navy chooses to release the SPECS, the Navy will coordinate via email with the party and provide the party the SPECS via an electronic drop on DOD SAFE. A party�s submission shall be delivered electronically either via encrypted email to Talita Dreis and Kathryn Corvello via drop on DOD SAFE. If a party chooses the drop on DOD SAFE option, the party shall coordinate the �drop� with Talita Dreis and Kathryn Corvello, whereby one of them will provide a DOD SAFE link for the drop. The due date for submission is 27 JANUARY 2025 at 4:00PM EST. This RFI is for Navy informational/planning purposes only. This announcement is not a request for proposal; it does not constitute any form of solicitation and shall not be construed as a commitment by the Navy. A party submission is not an offer nor proposal and the Navy is under no obligation to make any form of award as a result of this announcement. No funds will be provided by the Navy to pay for preparation of submissions in response to this announcement. All responses to this RFI are strictly voluntary.
