- SYNOPSIS General Information: Document Type: Pre-Solicitation Notice Solicitation Number: HTC71125RC005 Classification Code: V � Transportation/Travel/Relocation NAICS Code: 481211, Nonscheduled Chartered Passenger Air Transportation Contracting Office Address: United States Transportation Command, Directorate of Acquisition, (TCAQ-C), 508 Scott Drive, Building 1900W, Scott AFB, IL 62225-5357, UNITED STATES Description: The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition (AQ) office anticipates the issuance of a solicitation for air transportation services via commercial scheduled service routes at San Clemente, California, to transport military and Government civilian passenger movement and essential cargo between Naval Air Station North Island, CA(NASNI), Halsey Field, CA(KNZY), and San Clemente Island (SCI), Naval Auxiliary Landing Field (NALF), CA (KNUC), five days a week. The estimated mileage between KNZY and KNUC is 101.5 Great Circle Statute Miles (GCSM). The estimated mileage return leg between KNUC and KNZY is 106.5 or 208 GCSM roundtrip. Additional missions between these locations may be scheduled by mutual agreement during the week, weekends, and holidays as well as to other off-line locations within a 550 GCSM radius of NASNI. The Government intends to offer a single, fixed rate schedule contract to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered in accordance with the Request for Proposal (RFP). All responsible sources may submit a proposal which shall be considered by the agency. The period of performance shall begin 1 Oct 2025 or date of award if subsequent thereto, through 30 Sep 2026, followed by four one-year option periods, through 30 Sep 2031. The contract will include FAR clause 52.217-8, Option to Extend Services. This acquisition is being conducted under FAR Part 15, Contracting by Negotiation, and FAR Part 12, Acquisition of Commercial Items. Proposals will be evaluated using the factors identified in the RFP. Noncompliance may be grounds to eliminate the proposal from consideration of contract award. An RFP should be available on SAM.gov on or about 20 January 2025. No hardcopies of the solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ-C.
