Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-02, effective on January 03, 2025. This solicitation is set-aside Small Business. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690, Other Scientific and Technical Consulting Services, with a size standard of $19.0 Million. The Product Service Code (PSC) is R428, support- professional: industrial hygienics. The Department of Veterans Affairs, Network Contracting Office (NCO) 8 in San Juan, has a requirement for Respirator Fit Testing and Training Services throughout their facilities, in accordance with the terms and requirements herein. See attached Performance Work Statement (PWS) for locations. A Price/Cost schedule containing the contract line items, description, unit of issuance and quantities (including option periods) is attached. Detailed specifications and requirements are provided in the attached PWS and associated documents. Emphasis is made on the Addendum to FAR 52.212-1, Instructions to Offerors. Detailed instructions regarding this RFQ can be found in this addendum. The addendum can be found in document titled Attachment C - Clauses and Provisions and Attachment D - Evaluation and Basis for Award . The contract period of performance The period of performance will be for one (1) base year of twelve consecutive months of service, with four (4) option periods. In addition, FAR Clause 52.217-8, Option to Extend Services, is incorporated into this requirement. See Addendum to FAR 52.212-1, Instruction to Offerors, for further details. The full text of FAR provisions or clauses may be accessed electronically at https://www.acquisition.gov/browse/index/far The following solicitation provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Products and Commercial Services (Sep 2023) Addenda to this provision is applicable. FAR 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services (May 2024) The provision at 52.212-2, Evaluation -- Commercial Items, is not applicable to this acquisition. Evaluation and basis for award is contained in the addendum to 52.212-1. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR Part 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. Options will be evaluated at time of award. The award will be made to the response most advantageous to the Government. Responses should contain your best terms and conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoters shall list exception(s) and rationale for the exception(s), if any.
