- SUBJECT: U.S. Navy Naval Station Mayport - Maintenance Dredging, Duval County, Florida SOLICITATION NUMBER: W912EP24B0006 DESCRIPTION OF WORK: The U.S. Army Corps of Engineers, Jacksonville District, intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract. The project work consists of maintenance dredging of portions of the U.S. Naval Station Mayport including Bar Cut-3. Mayport Entrance Channel, Turning Basin, Destroyer Basin, and Small Boat Basin. Excavated material will be transported to and disposed in the Jacksonville Ocean Dredged Material Disposal Site (ODMDS) Release Zone �A�. Incidental work includes turbidity monitoring, environmental species monitoring, and sea turtle trawling. The Invitation for Bid (IFB) will be issued on or about 17 January 2025 and bids will be due on or about 18 February 2024. Actual dates and times will be identified in the solicitation. A pre-bid conference/site visit will take place and the date will be posted with the solicitation. Interested contractors are highly encouraged to attend and must follow conference registration and access requirements shown in the solicitation. NAICS Code is: 237990, Other Heavy and Civil Engineering Construction, Dredging and Surface Cleanup Activities exception. The Small Business Standard is $37 million. Magnitude of construction is between $10,000,000.00 and 25,000,000.00. The expected period of performance associated with this requirement is: 200 calendar days after receipt of the Notice to Proceed (NTP). The contractor shall commence work within 60 calendar days of receipt of the NTP. THIS REQUIREMENT HAS BEEN SET-ASIDE FOR SMALL BUSINESS. ALL RESPONSIBLE SMALL BUSINESS CONTRACTORS ARE ENCOURAGED TO PARTICIPATE. Solicitation will be issued in electronic format only and will be posted on the Sam.gov website at https://sam.gov/. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the Sam.gov website at https://sam.gov/. If you are not registered, the Government is not responsible with providing you with notification of any amendments to this solicitation. You must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from this solicitation. The official plans and specifications will be located on the official government webpage and the Government is not liable for information furnished by any other source. Amendments, if/when issued, will be posted to www.sam.gov for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the bidders responsibility to check the website periodically for any amendments to the solicitation. Due to various reasons websites are occasionally inaccessible; the Government is not responsible for any loss of Internet connectivity or for bidders inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. All inquiries must be in writing via ProjNet. Instructions on how to access ProjNet will be included in the solicitation. All answers will be provided in writing via ProjNet and posted to the SAM.gov website. The only authorized transmission method for a bid in response to this solicitation is electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. NO OTHER TRANSMISSION METHODS (EMAIL, FACSIMILE, REGULAR MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED. The bids must be received by the Government by the date/time specified in the solicitation.
