Description
The Defense Logistics Agency (DLA) Troop Support Indo-Pacific intends to issue a solicitation/request for qote (RFQ) for subsistence (Class I) items support for military customers located in Brunei. Delivery Location: Muara Ports in Brunei The Defense Logistics Agency (DLA) Troop Support Indo-Pacific has a requirement for the supply and delivery of Fresh Fruit & Vegetables (FFV) and semi-perishable and perishable grocery items to the designated delivery locations in Brunei. The initial ordering period shall consist of 12 months, commencing on April 1, 2025 through March 31, 2026. The Government reserves the right to extend this Blanket Purchase Agreement (BPA) for up to five (5) years. This BPA uses simplified acquisition procedures (SAP) in accordance with FAR subpart 13.5, Simplified Procedures for Certain Commercial Items. The Government is only obligated to the extent of authorized purchase actually made under this BPA. Delivery of unauthorized products shall be at the risk of and the sole responsibility of the SPV and may result in non-payment, as well as cancellation of this BPA. Individual purchases of subsistence items shall not exceed $150,000 per order due to Berry Amendment. The acquisition will use full and open competitive procedures and will be issued on an unrestricted basis. The proposals received in response to this solicitation will be evaluated utilizing Lowest Price Technically Acceptalbe (LPTA) and a BPA will be awarded based on this criteria. Basis for Award: Under LPTA all factors other than cost or price are evaluated on an ""acceptable"" or ""unacceptable"" basis. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other non-price factors considered. The following technical and price factors shall be used to evaluate offers: All questions pertaining to this solicitation shall be submitted in writing, no later than 7:00 AM Korea Standard Time (KST), January 13, 2025. Email is the acceptable forms of transmission for submission of initial proposals. E-mailed submissions should be sent to: Mr. Sunghak Choe, Contract Specialist; sunghak.choe.kor@dla.mil Ms. Jean Ross, Contracting Officer; jean.ross@dla.mil PROPOSAL SUBMISSION INFORMATION A. Pricing: All prices will be submitted in US Dollar only B. Proposal Submission: Each offeror must submit: a signed copy of the SF 1449 (1 page) (and amendments (SF 30), if applicable) all solicitation attachments (including Attachment 1 (Item List) with proposed prices) a copy of signed warehouse facility lease agreement (if warehouse is not fully owned by you). C. Offerors are responsible for submitting proposals and required documents, so as to reach the U.S. Government Contracting Office by February 3, 2025, at 07:00 AM Korea Standard Time (KST). All required proposal documents are submitted prior to the solicitation�s deadline Korea Standard Time (KST). Under the Federal Acquisition Regulation (FAR) �late is late� rule, a proposal must be received by the government by the time stated in the solicitation. If a proposal document is even one second late, it cannot be accepted by the government. Facsimile offers are NOT authorized for this solicitation. No hard copy is required when submitting a proposal through email. Include Solicitation Number (Request for Quote (RFQ) Number SPE302-25-Q-S003 Brunei. Offerors submitting proposals using email are advised that DLA Troop Support Indo-Pacific systems have certain email size and transmission limitations. Proposals must be prepared accordingly. Individual email attachments should not exceed 5MB in size, and no individual email should exceed more than 10 MB per email (multiple email submissions may be necessary). When submitting multiple emails as a proposal submission, label each email with a number (e.g., 1 of 8), accordingly. After transmitting an email submission, offerors should confirm receipt of all emails with the intended recipients. It is an offeror's responsibility to ensure its entire proposal is received by the date and time specified in sufficient time to ensure and confirm receipt by the Government.
