Description
THIS IS ONLY A PRESOLICIATION NOTICE AN INVITATION FOR BIDS (IFB) WILL BE POSTED APPROXIMATELY ON OR ABOUT 01/13/2025. PRESOLICIATION NOTICE: The Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed Price construction contract for, NRM Upgrade Utility Grand Prairie, Project No. 549-23-723 located at the Grand Prairie VA Clinic 2737 Sherman Street, Grand Prairie, Tx. 75051. The method of procurement shall be an Invitation for Bid (IFB) in accordance with the procedures set forth in Part 14 and 36 of the Federal Acquisition Regulation (FAR), with an projected date of December January 13, 2024, and a projected bid due date of February 12, 2025. Contractor shall provide all necessary labor, materials, equipment, and supervision to completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work to include but not limited to demolition, removal of existing materials, furnish all necessary labor, materials, and the construction equipment for the project. Specific project phasing items are outlined in the drawings and specifications and will require a high level of coordination to keep the existing building connected and functional at all times. A central plant servicing the Patient-Aligned Care Teams (PACT) Clinic and the Future Dental Clinic are to be provided. The plant water distribution system shall be underground. The PACT water system shall be routed similar to the existing chilled water system and enter on the south side of the existing electrical room. The chilled and heating water serving the dental shall be routed on the west side of the building and shall be terminated at the northern most point of the PACT area. The Chilled water plant shall consist of four 60-ton air cooled chillers, two chilled water pumps and additional appurtenances needed for proper plant operations. The chillers and pumps are provided in an N+1 manner. The Central plant will also provide heating water through the use of two boilers installed in the basement of the PACT clinic. The heating plant has two boilers and two pumps, and additional appurtenances for proper plant operations. The boilers and pumps are provided in an N+1 manner. Boilers are sized at 1,500 MBH each. A new 3 natural gas line at 15 PSI will be routed from the road north of the dental clinic down to service the future Dental and PACT Clinics and new standby generator. Existing Natural gas services will be abandoned once new systems are in place. Project Duration shall be 548 calendar days from receipt of the Notice to Proceed (NTP). This requirement is a competitive offer, Set-Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). Bids will only be accepted from certified SDVOSB contractors. The applicable NAICS code is 236220, $4.5 Mil. The magnitude of the construction estimated cost range: $2,000,000. and $5,000,000 IAW VAAR 836.204-Disclosure of the magnitude of construction projects. The Point of contact (POC) will be Eileen Myers, and can be contacted by email at Eileen.Myers@va.gov Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to submission of offer.� Failure to be both VERIFIED by CVE and VISIBLE on VetCert prior to submission of offer will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
