- Description
- The U. S. Army Contracting Command-New Jersey (ACC-NJ) on behalf of the Project Manager for Combat Ammunition Systems (PM-CAS), both located at Picatinny Arsenal, New Jersey, is conducting market research to identify potential qualified sources capable of manufacturing and delivering M31 Type Triple Base Propellant. The M31 Type Triple Base Propellant is a component of the 155mm M232-series Modular Artillery Charge System (MACS) Load, Assemble, and Pack (LAP) production. The purpose of this market survey (W15QKN-25-X-128A) is to obtain current information on the capability of potential sources to deliver M31 Type Triple Base Propellant to support FY26 � FY31 requirements. The 155mm M231 & M232-series propelling charges, known as MACS, consist of two different propelling charges that provide a complete zoning solution for 155mm Artillery applications by using multiples of a basic increment. The M231 charges are used at lower zones (Zones 1 & 2), while M232-series charges are used at progressively higher zones as required. The M31 Type Triple Base Propellant is the 7-perforated cylindrical granular triple-base propellant for the M232-series MACS. To be considered a capable source for this effort, all interested sources must submit the requested information: Provide evidence of capabilities including an ability to produce the M31 Type Triple Base Propellant at a rate of approximately 350,000 pounds per month and any capability to meet maximum surge requirements of up to 2,226,000 pounds per month; Past manufacturing experience of the M31 Type Triple Base Propellant within the last 10 years; Description of facilities, personnel (numbers, experience, specialized skill sets), key raw material sources, and environmental compliance as it relates to the above production efforts; Provide evidence of in-house Quality Assurance System(s) in order to support this production program; The ability to acquire facilities with sufficient safety clearance to handle, store and transport energetic materials, components and propellant; A general understanding of United States Government (USG) propellant testing requirements including projectiles Ammunition compatibility, and the approval process for Ballistic Fire Tables; Provide company name, address, telephone number, email address, technical point of contact, Unique Entity Identifier (UEI), and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All companies interested in this notice must be registered in System for Award Management (SAM). This market survey is for informational and planning purposes and shall NOT be construed as a Request for Proposal (RFP). The Technical Data Package (TDP) will be provided upon request for information only. The M232 Type TDP is marked Distribution D, therefore distribution will only be authorized to the Department of Defense (DoD) and United States DoD Contractors. To receive the TDP, contractors are required to submit a signed and completed DD Form 2345 - Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350 - Technical Data Request Questionnaire (attached); and Non-Disclosure Agreement (NDA) (attached). All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. Please identify and appropriately mark any proprietary information submitted. All information provided will not be returned and will be held in confidential status. All market information sought in this notification must be provided within 15 days of this notice by electronic mail only at no cost to the Government.
