- Description
- 1. SYNOPSIS The Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC) Business and Enterprise Systems Directorate (BES) Enterprise Logistics Systems (GB4) Contracting Division (GBK), Wright-Patterson Air Force Base (WPAFB), Ohio is conducting market research seeking vendor interest for Purchase Request Process System (PRPS) capability support. This is a Request for Information (RFI) only. This RFI is only open to Alaska Native corporations, Indian tribes, and Native Hawaiian organizations. Any submissions to this RFI from other business types will not be reviewed. This RFI is issued solely for market research purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the United States Air Force (USAF) is not seeking proposals, nor will it accept unsolicited proposals at this time. Respondents are advised that the United States Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential vendors to monitor their email for additional information pertaining to this requirement. 2. PURPOSE The purpose of this RFI is for the AFLCMC Enterprise Logistics Systems Enterprise Logistics Readiness Portfolio (GBS) Program Management Office (PMO) to gather information about the market interest to provide capability support for Purchase Request Process System (PRPS). PRPS automates and standardizes the front end of the Air Force Sustainment Center (AFSC) acquisition process to procure spares, data, or services to support weapon system acquisition and sustainment activities. PRPS is the next generation system to satisfy USAF requirements by creating, routing, and tracking Purchase Instruments (PIs) (i.e. Purchase Requests (PRs)/Military Interdepartmental Purchase Requests (MIPRs)/Delivery Order Requests (DORs)/associated amendments, and attachments) through the entire procurement cycle. 3. PERIOD OF PERFORMANCE The Period of Performance (PoP) is projected to be one (1) base year with four (4) one (1)-year options, and up to a six month extension of services for a total of five and a half (5.5) years and is anticipated to begin no later than September 2025. 4. CONTRACT TYPE The contract type has yet to be determined. However, it is anticipated that it will include a contract type mix of Firm Fixed Price (FFP), Cost-Plus Fixed Fee (CPFF), and Cost Reimbursable for labor Contract Line-Item Numbers (CLINs), Engineering Change Requests, and Other Direct Costs (ODCs)/Travel, respectively. 5. SCOPE/REQUIREMENTS The PMO at WPAFB, Ohio is conducting an RFI to identify companies who are interested in providing capability support to the PRPS system. The contractor shall support the PRPS PMO with the PRPS application in all Cloud One or similar environments. All contractors should respond with the following: A description of the contractor�s experience maintaining a cloud-based system with an agile software development methodology. A description of contractor�s experience in operating a Help Desk and managing and executing the tasks for performing the computer operations (data maintenance actions, backups, system administration) of a system. A description of contractor�s experience in logistics, finance and contracting management functions consisting of purchase requisition preparation, purchase instrument generation, funds coordination and certification, and contract solicitation and contract award functions. A description of contractor�s experience in maintaining multiple multi-protocol interfaces within Department of Defense security mandates across various networks and between disparate systems. A description of contractor�s experience in providing quality software in capability releases to users for testing and fielding while reducing existing cybersecurity vulnerabilities and improving software quality. A description of contractor�s experience in working with Development Security Operations (DevSecOps) pipelines in a cloud environment. 6. PLACE OF PERFORMANCE Work is to be performed primarily at the contractor�s facility. Availability should be made for Government personnel to utilize the contractor�s facility; for test events, meetings, and other reviews in order to expedite successful completion of those requirements. 7. CLEARANCES Contractor personnel shall be required to have the appropriate level of investigation and security clearance (up to and including SECRET clearance level) for the site at which they are located during the performance of duties in support of this order. All contractor personnel are to have a completed favorable Single Scope Background Investigation (SSBI). The contractor�s personnel shall be required to obtain Common Access Cards (CACs) for the purpose of encryption and physical and digital identification for logical and physical access to Government information. The contractor shall not involve any foreign nationals (resident aliens exempt) in work performed under this requirement. 8. ORGANIZATIONAL CONFLICT OF INTEREST Organizational Conflict of Interest (OCI), as defined and discussed in FAR 9.5, Organizational and Consultant Conflicts of Interest, is a concern in all acquisitions across the Department of Defense. Early involvement with our industry partners is a key element of the OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to contract award with minimal impact to critical acquisition schedules. Interested vendors are requested to evaluate your potential OCI issues with regard to this requirement for capability support services for Stock Control System (SCS), and the contractor is encouraged to identify any OCI issues, as stated in FAR 9.5 to the Contracting Officer (CO). This will assist the CO in determining if the contractor will need to submit an OCI Mitigation Plan for any solicitation that might result from this notice. 9. INFORMATION REQUESTED This RFI is only open to Alaska Native corporations, Indian tribes, and Native Hawaiian organizations. Any submissions to this RFI from other Business types will not be reviewed. The contractor's RFI Response submittal shall be: 10 pages or less (cover page is not included in page count) Times New Roman 12 font One (1)-inch margins Page size should be 8.5 x 11 inches Foldouts are permitted but will be assessed toward total page count Contractors responding to this RFI shall include the following information: a) In accordance with this RFI, paragraph 5, provide a brief history of your team's experience in providing services to a system(s) the same as or similar to the system described in the PWS. b) In accordance with this RFI, paragraph 8, describe any potential OCI issues that you believe to exist in association to this effort as described in the attached PWS. For any potential OCI issue(s), please describe the plan for addressing and alleviating any issue. c) Provide any questions or comments concerning the PRPS capability support requirements described in the PWS. d) Provide any recommendations and rationale for contract vehicle(s) for providing the PRPS capability support requirements described in the PWS. Late responses may not be reviewed. 10. SUBMISSIONS/QUESTIONS If submitting company Proprietary Information or competition sensitive information, please make sure it is CLEARLY MARKED. To aid the Government, please segregate Proprietary Information to the maximum extent possible. All segregated proprietary information will be protected by the Government. THIS IS AN RFI ONLY. The information provided in this RFI is subject to change and is not binding on the Government. The AF has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
