You are notified that the Draft Request for Proposal (DRFP) and its attachments are hereby posted. In an effort to achieve attainable goals and enable both the Government and the offeror to be successful, the Government is requesting that interested offerors submit their target small business goals and expected participation with the Lunar Freezer System acquisition as a response to this Draft RFP. Per NFS 1852.219-73 SMALL BUSINESS SUBCONTRACTING PLAN (MAY 1999), offerors shall propose Small Business goals in accordance with the DRD ""MGMT-02 Small Business Subcontracting Plan"". In response to this Draft RFP, please outline attainable small business goals by filling out the model contract's clause ""H. 4 JSC 52.219-90 SMALL BUSINESS SUBCONTRACTING GOALS (JUN 2022)"" percentages. The Government aspires to implement goals that industry can attain, within reason, based on corporate experience and market research related to this procurement type instead of implementing goals that might not be attainable. Please note that the Contracting Officer will review all responses provided by industry partners and work with the local NASA JSC Small Business Professional to determine the final stated goals for the official RFP. Information provided by industry in response to this Draft RFP is not a guarantee that the offeror's desired goals will be utilized. Upon issuance of the official RFP, and in accordance with the DRD MGMT-02 Small Business Subcontracting Plan, offerors will be required to submit a Subcontracting Plan upon initial proposal, and prior to contract award. You are notified that the following changes are made: The Draft Request for Proposal (DRFP) is planning released on December 12, 2024. The Government intends on soliciting Questions and all inquiries related to the DRFP from Industry. The Government intends to respond and provide answers, as applicable, after the due date. The Government wants to provide flexibility during the holiday season for industry to provide its feedback/questions, and will provide more time than normal for responses due. The Questions/feedback is not due until 5pm CST on January 6th, 2025, giving industry over 3 weeks to respond by submission of the provided form. This offers flexibility allotting more time before and after the holidays for responses. To facilitate open communications with industry, the Johnson Space Center (JSC) plans to conduct an Industry Day for the Lunar Freezer System (LFS) Acquisition. The presentation for Industry Day will be held on Wednesday, July 17, 2024 via Microsoft Teams Meeting, at 10:00 a.m. Central Time. The Government will also provide one-on-one communication opportunities via Microsoft Team Meeting, on Wednesday through Thursday, July 17-18, 2024, from 1:00 p.m. � 5:50 p.m. Central Time or on Microsoft Teams. This notice is issued by the NASA/JSC to post a Capabilities Statement and Capabilities Questions (see attachments) to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. To support the Lunar Freezer System project development, the NASA Moon to Mars program is to solicit information regarding existing capabilities and concepts in support of the freezer development efforts. NASA appreciates responses from all capable and qualified sources including, but not limited to, NASA Centers, universities, university affiliated research centers, federally-funded research and development centers, private or public companies, and government research laboratories. A key requirement in this project is that the technology under consideration must be at a technical readiness level (TRL) of 4 or greater to support the efficient project development and implementation of a new lunar freezer, with qualification unit delivery in approximately 3 years from authority to proceed (ATP). Please answer the questions addressed in the document titled, �Key Capabilities Questions�. Additional Information If your organization has the potential capacity to perform some or all contract services listed above, please provide the following information to the best of your ability. Partial responses are also accepted.
