Description
The Columbia VA Healthcare System (William Bryan Jennings Dorn VA Medical Center, WJB Dorn VAMC) located at 6439 Garners Ferry Road in Columbia, SC 29209 intends to issue a new task order against existing Federal Supply Schedule (FSS) contract number GS-35-F-0462X directly to Censis Technologies, Inc. located at 4031 Aspen Grove Dr STE 350, Franklin, TN 37067-2950. The task order will include a base year and four (4) additional option years, for a total of five (5) years. The POP for the task order shall be May 1, 2025, through April 30, 2026, and the task order will reference a final POP end date of April 30, 2031. The period of performance (POP) final end date for FSS contract number GS-35F-0462X is June 23, 2031. The new task order will replace an existing task order, 36C24720F0371 which is currently in it s fourth (4th) and final option year and expires on April 30, 2025. The task order shall be for licensing of Censis CensiTrac software and maintenance of the software. The William Bryan Jennings Dorn VA Medical Center, WJB Dorn VAMC intends to purchase the renewal license and maintenance agreement for the existing CensiTrac Instrument Tracking System software and hardware. This includes any services required for software support, clinical telephone support; software upgrade(s) and update(s) as described in the Statement of Work (SOW). The item on GSA FSS contract GS-35F-0462X is SIN 132-32 Item No. SUT301 Instrument Tracking Software License Fee- TIER 3 Annual License Fee. This software allows the WJB Dorn VAMC to capture the movement of case carts, transportation totes, critical and semi-critical Reusable Medical Equipment (RME) and NonCritical RME that have a CensiTrac specific barcode. The electronic tracking surgical instrument management system and data management system for reusable medical instrumentation/equipment requiring sterilization must be compatible with the VISN 7 Network including and not limited to the Veterans Information Systems and Technology Architecture (ViSTA) and Computerized Patient Record System (CPRS). The VA cloud required is an open market item. The VA cloud server provides an additional layer of data security by encrypting data stored in the database. The contract shall include a base year and four additional option years, for a total of five (5) years. The contract is expected to be awarded under FAR Part 13. The NAICS code utilized for this procurement is 621511 with a Small Business Size Standard of $36.5 Million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source ""CENSITRAC in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Officer, Joseph Locke by email at joseph.locke@VA.Gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. ALL responses MUST be received no later than December 27, 2024, at 10AM EST. Forward responses by e-mail to Contracting Officer, Joseph Locke. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
