- Description
- The Embassy of the United States of America invites you to submit a proposal for providing digital trunking radio services to American Embassy, New Delhi and it�s consulates in Hyderabad, Chennai, Mumbai, and Kolkata in India. The contract will be for a one-year period from the date of the contract award, with one one-year renewal options. The contractor shall furnish managerial, administrative, direct labor personnel and required equipment to accomplish all work as required in the contract. If you would like to submit a proposal, please refer to Section 3, and carefully read Solicitation Provisions in order to understand how to submit a proposal and submit it at newdelhibids@state.gov. Proposal not complying with the requirements specified in Section 3 may be deemed as incomplete and may be excluded from further consideration. All responsible sources may submit an offer, which shall be considered. The U.S. Government intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3). A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department. (See Section 4 on Evaluation Factors). Comparative evaluation is NOT a low price technically acceptable (LPTA) or trade-off process. Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so. Proof of SAM Registration CYBERSECURITY SUPPLY CHAIN RISK MANAGEMENT (C-SCRM) C-SCRM Questionnaire and C-SCRM Software Producer Attestation Form Your proposal must be submitted electronically to: newdelhibids@state.gov on or before January 17, 2025, by 5 P.M (Indian Standard Time). No proposal shall be accepted after this time. Proposal received after the due time and date shall be dealt with in accordance with the procedures in FAR provision 52.212-1(f). All requests for clarification must be submitted in writing via e-mail at: ChellaramaniA@state.gov on or before December 31, 2024, by 5 P.M (Indian Standard Time). Any question received after December 31, 2024, 5 P.M (Indian Standard Time) shall not be answered. All contractors have to be registered in the SAM (System for Award Management) Database https://sam.gov/content/home prior to contract award pursuant to FAR provision 5.204-7 with its Alternate I. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
