- Update: Please see RFI Q&A posted. SYNOPSIS: -- This is a Request for Information (RFI) only. This is an RFI released pursuant to FAR 15.201(e). This RFI is solely for information, planning purposes, and market research only; it does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or a promise to issue an RFP or RFQ. This RFI does not commit the Government to contract for any supply or service. U.S. Customs and Border Protection (CBP) will not pay for any costs associated with responding to this RFI. All costs will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. If CBP releases a solicitation, it will be posted on the SAM.gov website. CBP advises interested parties to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All responses become the property of the Federal Government upon submission and will not be returned to vendors. SCOPE: -- US Border Patrols (USBP) requires the ability to detect the presence of suspected tunnels, tunneling activity, and use of a tunnel; as well as determining that the tunnel has crossed the border. Therefore, USBP is seeking contractors who have the skills and capabilities to complete engineering, procurement, installation, and maintenance extending current Persistent Surveillance Detection (PSD) systems and/or engineering, procurement, installation, and maintenance a set milage in a new location to be determined along the US Southern Border. To detect tunnel activity, USBP needs persistent detection capabilities in high-risk areas. This capability also includes the ability to find links to existing infrastructure, and to locate within a certain degree of accuracy, the point at which a tunnel crosses the border. Additionally, USBP requires the capability to forecast the trajectory of a detected tunnel to the suspected entrance on the Mexican or Canadian side of the border, and to estimate the subsurface path to the exit point on the U.S. side of the border. Detection capability is required in diverse environments on both the Northern and Southwestern borders, such as rural, urban, coastal, desert, and rugged, mountainous terrain. Actionable detection information shall be provided with appropriate timeliness to determine and coordinate the law enforcement response, interdiction by USBP agents, or remediation to deny adversarial tunnel use. Detection capability is required in the diverse environment on the Southwestern border that can be characterized by rural, urban, coastal, desert, and rugged, mountainous terrain. Training, logistics support, maintenance, and other considerations will be provided at the National level. USBP anticipates accomplishing 5 miles per year and is interested in learning from industry on their installation approach to that metric or other system-based deployment benchmarks. As well, offerors should highlight any changes in their approaches from previous submittals if relevant. Persistent detection capabilities will be required to perform mission critical functions 24 hours a day, 7 days a week, 365 days a year (24/7/365). Thus, each system should be designed to employ health and status monitoring capability to predict and identify mission critical system failures and quickly report them to the operator in a clear, understandable, and usable manner. CBP has strong interest in learning from industry how your organization would provide a cost-effective and time-sensitive contract type strategy with specific interest on the following elements: maintenance planning and management; sustaining engineering; and information technology systems continuous support. SUBMISSION REQUIREMENTS: --Submissions to this RFI are due no later than 12pm, (ET) 9 December 2024. Please send submission by email to: subterraneanportfolio@cbp.dhs.gov, with the email subject line: �(Vendor Name) 2024 PSD RFI Response.� Attachment A responses should be in Microsoft Word document file format, with a page limit of 3 pages for the Vendor Company Capabilities. The Government will review all RFI submissions upon receipt and will seek further clarification from respondents, if necessary. The Government will not publicly disclose vendor proprietary information obtained during this effort. Consistent with the Government�s legal Obligations, CBP will safeguard information identified by a respondent as �Proprietary or Confidential: to the fullest extent possible. Any information submitted by interested parties in response to this RFI may be shared by the Government with support contractors hired to assist the Government. This includes information marked as limited rights data, restricted computer software, subject to limited rights, or subject to restricted rights. The Government�s support contractors that have been, or that will be hired, are required to sign non-disclosure agreements restricting them from unauthorized use and disclosure of information that may be proprietary to third party companies. By submitting information in response to this RFI, respondents are agreeing to allow the Government to share the information they submit with the Government�s support contractors who are, or will be, covered by a non-disclosure agreement.
