- Description
- This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis with Thermo Electron North America, LLC for a service agreement for scientific equipment. The Protein Chemistry Section (PCS) within the National Institute of Allergy and Infectious Diseases (NIAID) enables intramural NIAID investigators to use state-of-the-art applications in mass spectrometry, bioinformatics, and protein sequencing in their research programs. In cooperation with mass spectrometry and protein sequencing, extensive support is available for expert analysis and characterization of peptides, proteins, and small bio-molecules. Mass spectrometry is a powerful analytical technique that is used to identify unknown compounds, to quantify known compounds, and to elucidate the structure and chemical properties of molecules. Detection of compounds can be accomplished with very minute quantities (as little as 10-12g, 10-15 moles for a compound of mass 1000 Daltons). This means that compounds can be identified at very low concentrations (one part in 1012) in chemically complex mixtures. The Research Technologies Branch (RTB) currently provides mass spectrometry services on a daily basis for all NIAID investigators using the Thermo Electron Lumos, UVPD, FAIMS, and Easy-nLC 1200. The PCS requires an Essential Plan service agreement for the following instruments; Orbitrap Fusion Lumos ETD Serial# FSN20718, FAIMS PRO Serial# FAIMS-20608, UVPD, Lumos & Eclipse Upgrade, Factory Serial# UVPD-10127 and Easy nLC 1200 Serial# LC-031119. Capabilities statements must address the capability of providing a priority response equal to a direct contract/service agreement with the manufacturer. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered. The documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov (subject line to reference NOINIAID-25-2248988 by 12:00 pm eastern standard time December 26, 2024. All vendors must register in the eSASS system to submit a capabilities statement. Instructions on how to register / submit capabilities statements are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit a capabilities statement that will be considered by this Agency.
