- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the request for proposal (RFP)/solicitation. Proposals are being requested in accordance with the RFP attached to this notice. This notice is issued by The Maritime Administration, U.S. Department of Transportation (MARAD), to select a source with the following capabilities of MARAD (i) prepare vessel response plans for each Vessel; (ii) prepare tactical response plans for Fleet Sites; (iii) inspect, audit, and test Vessels and National Defense Reserve Fleet (NDRF) Fleet locations for readiness; (iv) conduct up to six training sessions and drills per year for MARAD field personnel as requested by the Contracting Officer�s Representative (v) arrange and participate in tabletop oil spill response exercises; and (vi) provide the service of a Spill Management Team (SMT) to manage the clean-up activity in the event of an Oil Spill from a Vessel or a Fleet Site., as more fully detailed in the Statement of Work (SOW), which will contractually address costs and expenses relating to an oil spill arising from and related to MARAD-owned vessels in the National Defense Reserve Fleet (NDRF). It is intended that MARAD will enter into an agreement with a Contractor that will make MARAD in privity of contract with the Contractor, consistent with the terms and conditions set forth in this SOW. Said agreement will be awarded by MARAD on a determination by MARAD as to what Policy constitutes �best value� to MARAD and the Federal Government. (i)The solicitation is an unrestricted request for proposal (RFP). (ii) The RFP number is 693JF725R000004. (iii) The deadline for proposal submission is 3:00 PM, ET, January 13, 2025. Do not send paper copies, or other media of the proposal via post office or delivery service. Proposals received by MARAD after the deadline will not be considered for award. An email will be deemed �received� by MARAD on the date and time the email was �sent� to the email address above, as determined by MARAD�s servers. (vii) The attached RFP/Statement of Work specifies the contract terms and conditions. (viii) The contract is one six-year base period and two 24-months option periods. The Period of Performance of the contract is 3/1/2025 to 2/28/2035 if all the option periods are exercised. (ix) Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Additional instructions are also attached. (x) Provision 52.212-2, Evaluation-Commercial Items applies to this RFP. (xi) FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. (xiii) Additional contract requirement(s) or terms and conditions apply and are specified in the attached RFP. AMENDMENT 0001 The purpose of Amendment 0001 is to add Attachment ""A"" - J-1:List of MARAD Reserve Force Ships, December 2024 to the solicitation. Attachment ""A"" Iis affixed to the SF 30, Amendment of Solicitation/Modification of Contract. Attachment ""A"" replaces in its entirety, Attachment J-1: List of MARAD Reserve Force Ships 2024, listed in Section J of the RFP issued on 12/11/2024. The due date/time for submission of proposals remains unchanged at 3:00 PM, ET, January 13, 2025.
