Description
PART 1 GENERAL INFORMATION 1.1. Description of Services/Introduction: The vendor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform performance-related policy recommendations, WIOA reporting, data reporting, data integrity audit functions, data systems, statistical and analytical support, surveys, research, evaluation, and technical assistance as defined in this Performance Work Statement (PWS), except as Specified in section Part 3 as government furnished property and services. The vendor shall perform to the standards in this PWS. 1.2. Background: Job Corps is a national residential training and employment program established to address the multiple employment barriers faced by opportunity youth throughout the United States. The program provides comprehensive career development services to students, including academic, career technical training, independent living skills, career readiness and success training, and support services. The intent of this unique combination of Job Corps� services is to prepare youth for obtaining and maintaining gainful employment, pursuing further education or training, or satisfying entrance requirements for careers in the Armed Forces. 1.3. Objectives: The primary objective of this effort is for the vendor to provide support with program performance accountability and integrity requirements, and to successfully perform the following services: Provide Expert Advice on Performance Related Policy Conduct Data Validation, Analysis, Research, and Reporting Conduct Data Integrity Audits Administer Surveys Provide Administrative Support and Project Management 1.4 Scope: The Vendor shall provide research and evaluation services for program initiatives and projects. This includes providing expertise in data systems, statistics, and analysis to continuously improve Job Corps performance measurement, reporting, and data integrity systems. 1.5 Period of Performance: The period of performance will be for six (6) months, commencing on the date of contract award. The initial period of this contract may be extended by up to three 2-month options, at the Government�s discretion. PART 5 SPECIFIC TASKS 5.1 Basic Services The Vendor shall provide services for research, analysis, evaluation and technical support services for the production of accurate and complete data reporting pursuant to the program�s authorizing legislation, the Workforce Innovation and Opportunity Act (WIOA) and the corresponding WIOA regulations. 5.1.1 WIOA Performance and Accountability System Provide technical recommendations and data support to the Office of Job Corps regarding its performance accountability system; including its Outcome Measurement System (OMS) reports, qualitative and quantitative reports and information, and data collection, processing, and reporting for all mandated measures in the Workforce Innovations and Opportunity Act (WIOA) and other areas as assigned. Monitor OJC performance data to ensure data integrity. Use reported data to develop analyses to improve OJC program performance and production outputs. Provide data validation, analysis, and technical support to annual Outcome Measurement System (OMS) workgroup activities and other related workgroup activities, and annual updates to Job Corps' performance accountability policy. Make data-based recommendations for measures, goals, weights and other related elements in the OMS and other performance evaluation systems or tools, including the WIOA reporting system. Assist with improvements to Job Corps� performance accountability system in response to the Secretary of Labor, Congressional, Office of Management and Budget (OMB) priorities and legislative requirements. Produce Job Corps� annual WIOA Report and make recommendations for improvements. 5.1.2 Data Validation, Analysis, and Reporting Provide expert statistical analyses, program evaluation, and reporting services to support development and improvement of Job Corps� performance accountability system and tools, including, but not limited to, Outcome Measurement System (OMS), Onboard Strength (OBS), WIOA reporting, Agency Management Plan (AMP) reporting, and other routine and ad hoc assessments, data requests, or needs (e.g., Center, Outreach and Admissions, Career Technical Training, Career Transition Services, and vendor and regional level data and reporting). Prepare data batches to send to the Unemployment Insurance (UI) combined data sources, facilitate certification of data submission by the program official, and conduct quality review and accuracy validation. Provide data and policy related technical support related to OMS and WIOA data collection, processing, reporting, and analysis, including collaboration with the Job Corps Data Center (JCDC), ETA�s data office, and other stakeholders to update and sustain a seamless process for performance data transmission, conducting quality reviews, and suggesting solutions for emerging problems. 5.1.3 Data Integrity Audits Conduct data integrity audit (DIA) functions to assure Job Corps� program requirements and performance data are valid and reliable. Conduct Data Integrity Audits (targeted or random sampling) in the Career Transition Services (CTS) and Student Leave areas as assigned. The scope of DIAs is limited to no more than 30 audits nationwide per fiscal year (October 1 to next September 30). Report DIA results to regions, respond to questions, and provide brief outs and follow-ups when requested. Produce trends analyses and other reports or presentation slides as needed. 5.1.4 Student Experience Assessment (SEA) Survey Use Voxco (or similar survey software approved by the National Office of Job Corps) to collect, process, and store data from multi-mode surveys. Administer the Student Experiences Assessment (SEA) Survey Administer, monitor, and trouble-shoot the semi-annual online SEA survey. Refine the SEA script and system as necessary and assist with all review and approval procedures. Collect and analyze SEA results, and develop analytical and summary reports (monthly, quarterly, and yearly) for National and regional offices, center staff, and center operators. Develop and improve a longitudinal tracking tool for all SEA administrations, roll it out to regional offices, and provide training and technical assistance. 5.1.5 Administrative and Project Management Provide project management and maintain regular communication with the COR/National Office to discuss deliverables, projects, and concerns. Meet with the COR/National Office weekly to discuss the status of deliverables, projects, and emerging issues. Prepare meeting agendas and submit summary notes of all meetings and conference calls within one business day. Ensure all project deliverables meet deadlines and timelines specified by the COR/National Office. Comply with Job Corps� policies and Federal laws and regulations. Provide the COR/National Office with routine (e.g., daily, weekly, monthly, etc.) and ad hoc reports as required. Provide the COR/National Office with written notice of all data integrity concerns.
