- Sources Sought Notice Sources Sought Notice Page 6 of 6 *= Required Field Sources Sought Notice Page 1 of 6 The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Vectra® Neo or equal Multitherapy Systems: Neuromuscular Stimulator-Ultrasound Therapy Systems product line as a candidate for a VA-wide (otherwise referred to as national ) single Requirements contract award. The Department of Veterans Affairs (VA) Office of Procurement, Acquisition and Logistics (OPAL) Strategic Acquisition Center (SAC) on behalf of VHA is issuing this Sources Sought in accordance with the FAR 10.002(b)(2) to determine the availability and technical capabilities of qualified sources.� � The SAC in conjunction with VHA is seeking a qualified source to provide Multitherapy Systems: Neuromuscular Stimulator-Ultrasound Therapy Systems on an Ageny-Wide basis. VA intends to award a Requirements Contract with Firm-Fixed Price (FFP) from which funded orders will be placed IAW FAR 16.503 with an anticipated ordering base period of 12-months and four (4) 12-month option periods. Vendors will be required to deliver Multitherapy Systems to VA medical centers and facilities throughout the United States, CONUS and OCONUS. The associated North American Industrial Classification System (NAICS) code for this procurement is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing and the associated size standard is 1,250 employees. The FAR Provision found at 52.204-7(b)(1) requires that All interested Offerors must be registered in SAM prior to submitting an offer or quotation. You may access the SAM website at https://www.sam.gov/portal/public/SAM/. All quoters must be certified with the appropriate NAICS code on the SAM website. This Sources Sought is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes.� SCOPE Multitherapy Systems: Neuromuscular Stimulator-Ultrasound Therapy Systems� are designed to provide therapeutic treatments by means of several modules of different external energy sources, making possible a variety of external treatments. These systems usually consist of a central control unit and modular or integral sources of energy. The system may also include a common display and software using several protocols according to the therapy to be performed. These systems are used for the application of energy from one or more sources to the patient during a variety of procedures performed during treatment. Systems that include neuromuscular stimulator as an integral part of a therapeutic ultrasound unit are used to produce a rhythmic contraction/release of injured muscles. The contraction-release acts as a pump and promotes the removal of metabolic by-products, which helps reduce spasm and pain. An electronic generator transmits pulses of energy through an active electrode or stimulator pads. Pulse waveforms are used in conjunction with ultrasound therapy. Neuromuscular stimulation combined with ultrasound therapy is used to prevent scar tissue formation in healing tissues and in identifying particular muscle trigger points to focus therapy to help reduce spasms and pain. These systems are used mainly in Physical Therapy applications. This requirement will be IAW FAR clause 52.211-6, Brand Name or Equal which requires the quoter indicate that each product being quoted as an equal product to the Vectra® Neo or equal Multitherapy Systems: Neuromuscular Stimulator-Ultrasound Therapy System. For each equal product, the vendor must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s). CLIN s 0001-0005 apply to the following SC s as indicated SC # CLIN APPLIED SALIENT CHARACTERISTICS METHOD OF EVALUATION SC 1 CLIN 1 CLIN 2 Must have interferential current, premodulated, high voltage, microcurrent, biphasic, and Russian electrotherapy waveforms. Literature Review SC 2 CLIN 1 CLIN 2 Must provide at least two channels of electrical stimulation Literature Review SC 3 CLIN 1 Must have color display touchscreen. Literature Review SC 4 CLIN 4 Must have ultrasound frequency minimum of 1MHz and 3MHz Literature Review SC 5 CLIN 5 Must have 5cm2 soundhead for ultrasound Literature Review For each product (brand name and part number), the response must include descriptive literature demonstrating the product meets or exceeds the salient characteristics (SC) specified above.� � The Government's intent is to include all ancillary items to ensure the equipment can function as designed by the Original Equipment Manufacturer (OEM) and as clinically required. Vendors are encouraged to provide any product solution or configuration so long as they meet the salient characteristics. Additionally, responses can include any additional product that may be beneficial. These items must be clearly identified by brand name and part number.� Responses to this Sources Sought Notice shall include the following:� Full name and address of company� UEI number� Business Size� Manufacturer or OEM Authorized Distributor� If OEM authorized distributor provide full name, business size and address of manufacturer� � Country of Origin designation for all products� Ability to provide uninterrupted supply of products on a national scale� Technical Literature that clearly shows product(s) meet the identified salient characteristics (if submitting an or-equal item)� Any additional product solution or configuration that would be beneficial to the clinical functionality of the product line identified� � Although not required, vendors responding to this Sources Sought may also submit a Capabilities Statement.�
