- The U. S. Army Contracting Command-New Jersey (ACC-NJ) on behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS), both located at Picatinny Arsenal, New Jersey is conducting market research to identify potential qualified sources capable of manufacturing and delivering M231/M232A2 Combustible Cartridge Case (CCC) Assemblies to support 155mm Modular Artillery Charge System (MACS) Load, Assemble, and Pack (LAP) production. The purpose of this market survey (W15QKN-25-X-12HV) is to obtain current information on the capability of potential sources to deliver MACS Combustible Case Assemblies to support FY26 � FY31 requirements. The MACS consists of two types of propelling charges, the M231 and the M232A2, and associated packaging. It uses a ""build-a-charge,"" incremental-based system; the M231 is used singularly or in pairs for Low Zones (1 & 2) and the M232A2 is used in groups of 3, 4 or 5 charges for High Zones (3, 4 & 5). The Combustible Case Assemblies are a key technology for MACS because they burn cleanly, have an exterior coating that enables the MACS to withstand limited out-of-pack exposure, and the rigid case allows the MACS to satisfy its Key Performance Parameter to be automatically handled and loaded. To be considered a capable source for this effort, all interested sources must submit the requested information: Provide evidence of capabilities including an ability to produce Combustible Case Assemblies at a rate of 30,000 units per month and any capability to surge to up to 458,000 units per month; Manufacturing experience of Combustible Case Assemblies or similar products within the last ten (10) years; Description of facilities, personnel (numbers, experience, specialized skill sets), key raw material sources, and environmental compliance as it relates to the above production efforts; Provide evidence of in-house Quality Assurance System(s) in order to support this production program; The ability to acquire facilities with sufficient safety clearance to handle, store and transport energetic materials, components and propellant; A general understanding of United States Government (USG) MACS testing requirements including ammunition capability; Provide company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All companies interested in this notice must be registered in System for Award Management (SAM). This market survey is for informational and planning purposes and shall NOT be construed as a Request for Proposal (RFP). The Technical Data Packages (TDPs) will be provided upon request for information only. Both the M231 and M232A2 TDPs are marked Distribution F (Further Dissemination only as directed by PM CAS). To receive the TDP, contractors are required to submit a signed and completed DD Form 2345-Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350-Technical Data Request Questionnaire; and Non-Disclosure Agreement (NDA). If the TDP for this effort is provided, a Certificate of Destruction form shall be completed and submitted by any contractor in receipt of the TDP, upon this source sought notice closing. All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. Please identify any proprietary information submitted. All information provided will not be returned and will be held in confidential status. All market information sought in this notification must be provided within 15 days of this notice by electronic mail only at no cost to the Government.
