- This is a notice of intent to award a sole source contract and is not a request for quotes. The Department of Veterans Affairs East Orange VAMC intends to award a Firm Fixed Price Sole-Source Brand Name only action to: Name of Contractor: VacuMed Street Address: 6085 King Drive Unit #104 City, State, Zip: Ventura CA 93003-7178, United States The VA Airborne Hazards and Burn Pits Center of Excellence at the NJ War Related Illness and Injury Study Center provides state of the art cardiopulmonary assessments for Veterans. VacuMed s Quality Control System will enhance the accuracy of assessing gas exchange in our Veteran population. This system is designed to produce known gas exchange variables at a high precision, improving our confidence in the accuracy of our breath by breath metabolic measurement system. The new system would fully integrate with the existing hardware and so ware. The metabolic simulator is the key component of this Quality Control System. It consists of a piston pump with a motor (i.e., mass flow controller) that allows the simulator to precisely produce and control dal volume, respiratory rate, minute ventilation (VE), oxygen consumption (VO2), and carbon dioxide elimination (VCO2). No other company can satisfy this requirement, as VacuMed (VacuMetrics, Inc.) is the only known company that provides the metabolic Quality Control System driven by a metabolic simulator. Other systems merely provide a 3 liter syringe and known gas concentrations to calibrate the flow meters and the gas sensors. Other companies do not provide a quality control system of any kind, other than the tools (i.e., 3 L syringe and known gas concentrations) to ensure the accuracy of the flow signal (syringe) and gas concentrations. This notice of intent to sole source with justification for brand name only satisfies the public posting requirements of FAR 13.501. The Veterans Health Administration prohibits the use of gray market items in their Medical Centers. Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels.
