- The purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on the current data obtained. The responses to this market survey will be used for informational purposes only. The FAA�s Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK, has a requirement to provide unlimited internet-based domestic and international flight planning services. The contract must provide 24hours-a-day/365days-a-year flight planning services, assistance, and technical support. The contract shall also provide international administrative and operational support for the international required services. However, interested respondents are cautioned that the Government, at its discretion, may update and or revise this Performance Work Statement (PWS) prior to release of the Screening Information Request (SIR)/Request for Offer (RFO) for the follow-on contract. At this time, the acquisition strategy and nature of competition has not been determined for the follow- on contract. The Government invites expressions of interest and capability statements from large businesses, as well as all categories of small businesses, including service-disabled veteran-owned small businesses, women-owned small businesses, and 8(a) certified firms, that can provide the necessary items and services. Depending on responses to this survey and analysis of market research collected, the Government will develop and refine its procurement strategy at its discretion, which may involve a full and open competition, a set-aside of all or part of the procurement, or pursuit of another acquisition strategy that the Government determines is in its best interest in order to fulfill its requirements. The principle North American Industry Classification System (NAICS) code for this effort is 488190 Other Support Activities for Air Transportation with a size standard of $40.0 million. THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/RFO may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore, any cost associated with a market survey submission is solely at the interested vendor�s expense. HOW TO RESPOND TO THIS MARKET SURVEY: Interested vendors should submit the items listed below to the point of contact listed at the bottom of this announcement. 1. Capability Statement. This document is limited to not more than ten (10) pages and must include a brief description of the services provided by your firm which are same/similar to those services outlined in this market survey and same/similar to the draft PWS. Your capability statement should also include your company name, address, point of contact information, contractor size and NAICS code. You will also need to provide the geographical areas where your company can perform this work. Below is a listing of elements the Government expects to see in a capability statement for this effort: a. Describe your capabilities and/or plan to provide the tasks and services in the PWS. b. Include examples of your past performance and relevant experience within the past five years in a similar field, with no more than two (2) past performances. If there is no past performance, please indicate that in your capability statement. c. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work. 2. Work requirement to be performed by the prime contractor with sub-contracting or teaming with other contractors for the contemplated follow-on award for these services. Responses to this market survey must be received by the close of business on January 14, 2025.
