- This is a sources sought notice for market research purposes only to determine the availability of potential businesses with capabilities to provide the supply described below. Potential offerors are invited to provide feedback via e-mail to Rodric.Artiaga@va.gov and Lynn.Pettit@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The capabilities statement for this sources sought is not expected to be a Request for Quotation, Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft SoW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. The Department of Veterans Affairs San Diego VA Medical Center intends to award a brand name or equal for the purchase of AutonoME bed control system. Statement of Work: This contract will provide 50 AutonoME environmental control units (ECU s) capable of allowing a Veteran with limited functionality who is quadriplegic, paraplegic, or suffers from ALS to control their environment and have the ability to participate in a broad range of activities. The AutonoME ECU s must have the capabilities and features necessary to provide the ability to integrate systems to provide environmental control for disabled patients and interface with controlled systems. The Contractor shall provide, install, and configure the AutonoME system on 50 spinal cord injury (SCI) inpatient hospital beds and provide training to select clinical and engineering staff. The contractor shall provide all necessary services and materials to configure, install and test the ECUs to ensure optimal performance. The contractor shall warranty that the products installed shall be free from defects in materials and workmanship for a period of no less than two years from date of acceptance. If any such product proves defective during the warranty period, the vendor will repair the defective product at no additional cost to the Government for parts and labor or will provide a replacement in exchange for the defective product. The AutonoME ECU s shall enable patients with SCI to control, compute and communicate through the utilization of just one system. The ECU s are to allow patients with SCI to adjust their beds, call a nurse, use the Internet, select music, and make telephone calls even if the patients are limited to only eye movement. These units shall allow persons to control room lighting, hospital beds, television, phone, nurse call light, and internet within the confines of their hospital bed. The units shall be versatile and work for individuals with varying degrees of disability. The units must have the ability to be controlled by touch screen, voice, sip and puff, touch switch, and eye gaze devices. This product must allow control over the individuals environment despite the type of communication devices needed by the person. It must be able to control multiple environmental functions for persons with varying levels of disability and provide simple set-up and easy management for staff. Additional requirements include the mounting of the articulating arm, command center, and junction box to the head wall near the red power receptacle. The following cables will be surface mounted from the command center to applicable receptacles: AC Power 110V Nurse Call POTS (telephone) Light Interface Blinds Interface Salient Characteristics: Salient features needed for the environmental control unit in our SCI Inpatient Hospital Unit include: Full environmental control system Augmentative Communication System Technically sustainable, adaptive and easy to maintain, Custom software compatible with the following alternative access methods for patients with paralysis: voice, touch screen, Sip and Puff, or other dual switch input, single switch, or as part of the optional accessory package, head tracker or similar system or eye gaze for eye pupil movement End-user features to include: nurse call bell, television control, bed control, telephone, lights, YouTube, Netflix, Kindle, games, education content, user video tutorials, AAC/speech generation Settings that are user adjustable as scan speeds, voice outputs and even self-calibration Custom software that includes e-reader, music player, an email system, chess, solitaire and options that require internet access, Environmental control allows use and control of the hospital bed, light, telephone with privacy microphone and privacy speaker, television and nurse call integration Visual and auditory feedback, single and dual switch scanning, and direct selection Cloud based staff user portal Remote technical support Medical grade all-in-one Windows PC Touchscreen display Wi-Fi & Bluetooth capable Wall mounted articulating arm with dual monitor mount Microphone input 2x switch input Nurse call interface POTS telephone interface 3x low voltage auxiliary relay interface Infrared out interface 3-prong hospital grade AC power connector Combination microphone & sip/puff input device Period of Agreement: N/A Requirements: The period of performance for this requirement encompasses delivery, installation, and configuration of the equipment. Hours of Performance: Delivery shall occur Monday Friday during normal duty hours. Place of Performance: San Diego VA Healthcare System, 3350 La Jolla Village Drive, San Diego, CA 92161 Specific Tasks: The technical requirements are as follows: Advanced Environment control (nurse call, bed control, lights, telephone, and television) Medical grade 16"" touchscreen monitor; articulating wall mounted arm Command Center Unit JCT Box (type TBD) Dual microphone/sip & puff device Work to be performed: Installation of Environment control system (nurse call, bed control lights, telephone, and television) Installation of JCT Box with new JCT Box Installation of Interface to television, nurse call, 110v power receptacle, telephone and low voltage light controller Contractor/Vendor will perform all work to remove old components and replace with the new components Ensure all systems are tested and functioning as intended Dispose of all cardboard, plastic, and debris from content packaging Training for super users and technical staff Conduct training for staff on basic setup, general use and technical troubleshooting; training will be scheduled with department leaders in Nursing, SCI, and BioMed Remove hard drive from old system and provide to VA COR/VA BioMed before decommissioned equipment being removed from South Texas VA work site. Fill screw holes from old system with filler paste (spackle) No refurbished or used equipment, Government will except only new equipment only 2-year limited warranty; unlimited remote technical support Ability to perform annual maintenance to include at a minimum: -Update Windows OS -Clean system Registry -Visual inspection of all cables and connections -Functionality test for call light, bed control, lights/blinds -Detailed service reports noting any damaged or defective parts -Replace any defective parts covered under warranty 1 A20000G - autonoME 16"" PECU hospital system autonoME PECU hospital system - Advanced Environment control (nurse call, bed control, lights, telephone and television); Dual monitor mount designed for LG 15"" TV & autonoME monitor; Medical grade 16"" autonoME PC- Windows IoT Enterprise; articulating wall mounted arm; autonoME Command Center; autonoME JCT box for voice and switch access, bed control - Stryker Procuity Bed QTY 50 EA 2 Installation of autonoME system (includes installation and training to staff super users and engineering QTY 1 JB Responses shall be submitted to Rodric.Artiaga@va.gov and Lynn.Pettit@va.gov no later than 4:00PM CST, Monday, December 23, 2024.
